Big action against Luthra Brothers in Goa: Order to demolish Romeo Lane Club

Goa government has started a major action against all the illegal establishments of Luthra Brothers after the massive fire in Arpora. Chief Minister Pramod Sawant has ordered the district administration to immediately demolish Romeo Lane Club in Vagator. This is the same chain whose Arpora outlet Birch by Romeo Lane killed 25 people in the fire.

Government officials have confirmed that a Blue Corner Notice has been issued to nab Saurabh and Gaurav Luthra. The two brothers had fled Goa immediately after the fire and are suspected to have fled the country. A notice has been pasted at his house in Mukherjee Nagar, Delhi and the local police has also been put on alert. According to sources, the Goa government has decided that all the clubs, cafes and beach properties run by Luthra Brothers will be identified and demolished. Many Panchayats will soon issue new notices.

The government’s action intensified after it was discovered that another club built on a hill near Vagator was completely illegal, operating on government land and without any fire NOC, structural permission or environmental clearance. According to documents and testimony, the structure was built very close to the sea tide, where at high tide the waves would reach its upper floor. Local people were already calling it a ticking time bomb.

This illegal structure located in Vagator continued to operate for years despite complaints to various departments like Police, Coastal Zone Authority, Pollution Control Board, Town and Country Planning. Local activist Ravi Harmalkar, who repeatedly warned of the danger, even received threats from the Luthra Brothers.

Harmalkar eventually filed a petition in the Bombay High Court (Goa Bench), which ordered the demolition. But the administration carried out only partial demolition, allowing the club to continue running in a temporary form. Despite a contempt of court petition and subsequent orders from the Tourism Department, the proceedings remained superficial, and the club was rebuilt with wood-ply. Goa Police has put all airports and state police on alert. The mobile phones of both the brothers are switched off, and their digital footprints are being tracked.

According to Romeo Lane’s website, Saurabh Luthra is a gold-medalist engineer-turned-restorer, whose name has also been included in Forbes India. They have nightlife chains in many cities including Delhi, Gurugram and Goa. Both the brothers were soon preparing to open a new outlet in Gaur City, Noida. Investigation has revealed that Saurabh Luthra also has property in Dubai.

Saurabh Luthra on Instagram described it as an extremely tragic and irreparable loss and said that the management is deeply disturbed by this tragedy. Government officials say that in the coming days, complete demolition of all illegal structures run by Luthras will be done in Goa.
