Consumers will not bear the expenses of sub stations and lines being built for industrialists: Consumer Council

Lucknow. There was a heated debate between the Consumer Council President and the advocates of Tata Power in the public hearing in the Electricity Regulatory Commission on granting inter state transmission license to Tata Power's Jalpura Khurja Power Transmission Limited. The Consumer Council said that the expenses of the sub-stations and lines being built for the industrialists will be borne by the consumers and not by them.

The Consumer Council made a big disclosure and said that the construction of sub-stations and lines is being debated today. 90 percent of its benefits will be benefited by a few select private houses of the country like Adani's 2 NTT STT data centers and Jewar Airport. What does the consumer have to do with this? Why would the consumer spend 35 years on this?

The Consumer Council said that when the electricity consumer of the state makes a 2 kilo watt line for himself, he pays the expenses himself. In such a situation, if the big private houses of the country use 90 percent of the line, then the expenses will also be borne by them. Sister, it has to be done justly, why should the general public spend it, sister?

Under the Tariff Base Competitive Building, two units of 400/220 KB 500 MB GIS Jewar Metro Depot and Jalpura Greater Noida Substation and related lines are being built by Tata Power's Jalpura Khurja Power Transmission Limited, the total cost of which is more than Rs. 837 crores. The public hearing of the general public on the issue of Inter State Transmission License filed in the Electricity Regulatory Commission for getting the work done was concluded today in the presence of Electricity Regulatory Commission Chairman Shri Arvind Kumar and Member Shri Sanjay Kumar Singh.

There was a heated debate between the Consumer Council President and Tata Power's advocate, in which the Consumer Council made it clear that there will be no compromise in the interest of consumers. It is the responsibility of the Electricity Regulatory Commission to give paramount importance to consumer interest in the preamble of the Electricity Act 2003. Keep in mind that when the Electricity Regulatory Commission asked the present power transmission officials to present their views, they remained silent by not commenting.

After the start of the hearing, Tata Power's Jalpura Khurja Power Transmission Limited's advocate Ashish Kumar Srivastava, while presenting his views, said that all the necessary formalities have been completed by the company, hence they should be given inter state transmission license.

Speaking on behalf of the electricity consumers of the state, Awadhesh Kumar Verma, Chairman of Uttar Pradesh State Electricity Consumer Council and member of the State Advisory Committee, strongly opposed the point made by our fellow advocate and the state development being talked about. It is incomplete. In reality, who will benefit from the completion of this sub-centre and the related line? The Electricity Regulatory Commission will have to seriously consider this. The serious matter that the Consumer Council is going to put before the Commission today is a very shocking matter. The Consumer Council said that in the year 2022, pay attention to what has been decided by the Transmission Work Approval Committee. At present, the electricity supply to the consumers of Greater Noida and Yamuna Express Industrial Development Authority area under Gautam Buddha Nagar is mainly being supplied smoothly from 765 KB Jahangirpur, 400 KB Pali and 220 KB Greater Noida including 133 KB Surajpur Greater Noida sub station. Where there is no problem, currently the substation and line being built is providing 90 percent maximum benefit. Adani Data Center Park-1 Adani Data Center Park-2 separately 80 MW Nidapp Developers Pvt. Ltd. 200 MW STT Global Data Center 135 MW, NTT Service Private Limited 70 to 90 MW and Jewar International Airport 70 MW will be benefited.

Where is the justice that the common consumer of the state should bear the expense of the sub-stations and lines being built by the industrialists of the country for the data centers and other commercial institutions whose electricity is already cheap for the next 35 years. That too is not a small amount. A total expenditure of more than Rs 837 crore is to be incurred on this, that is, the people of the state will have to pay for it for the next 35 years, which is wrong. All these private houses should bear the cost. The consumers of the state will also have to bear the cost of even a 2 kilowatt line. In such a situation, why should the general public bear the expenses of these industrialists' lines and sub-stations which will benefit them?
