Singapore and Malaysia to permit cross-border taxis to drop passengers at any location

Singapore and Malaysia have reached an agreement to allow cross-border taxis to drop off passengers at any location to improve convenience for travelers.

Both countries will also gradually increase the number of licensed cross-border taxis from 200 to 500 on each side, according to Channel News Asia.

Despite the relaxed drop-off rules, foreign taxis will still be allowed to pick up passengers only at designated locations to prevent them from operating as local point-to-point services, both transport ministries said in a joint statement on Dec 5.

The Straits Times reported that the implementation date has not yet been confirmed.

Currently, cross-border taxis are limited to a single designated pick-up and drop-off point after entering the other country. Under the new arrangement, both governments will expand the number of approved pick-up locations, including those used by ride-hailing and e-hailing platforms.

The updated rules follow several months of discussions. Interest in legal cross-border taxi services surged in mid-2025 when Singapore authorities began cracking down on illegal operators. The enforcement drive came after local ride-hailing drivers reported that Malaysia-registered cars were picking up passengers inside Singapore at places such as Changi Airport and Gardens by the Bay.

The statement added that land transport links between the two countries are among the busiest globally, reflecting deep business and people-to-people ties.
