To address this public concern and increase transparency at fuel stations, the central government has taken an important and decisive step.

The government has decided to radically change the metering system of not only petrol and diesel, but also fuels like CNG, LPG, LNG and hydrogen. Significant changes have been made in the Legal Metrology Rules, 2013. The decision aims to strengthen the legal metrology ecosystem in the country and protect consumers from fuel theft.

Powers to State Governments

The most important aspect of this new change is that the central government has now given more powers to the state governments. As per the new rules, states have been empowered to issue notification for verification of additional weights and measures equipment through government approved testing centers as per their own rules. The scope of these test centers has now increased significantly. These centers will include not only government officials, but also private laboratories and industries with the necessary infrastructure and technical expertise. This private participation will significantly increase the capacity to test fuel pumps and machines in the country.

What changes in the new rules?

As per the rules, five new categories have been added to the list of devices that can be verified and reverified by these approved centres. These five categories are as follows:

Petrol/Diesel Distributor
CNG dispenser
LPG dispenser
LNG distributor
Hydrogen dispenser

The government has fixed a hefty inspection fee to ensure that the dispensers installed on the pumps, i.e. the nozzles through which fuel is supplied to the vehicle, are thoroughly inspected.
Petrol and Diesel Dispensers: Rs 5,000 per nozzle
CNG, LPG, LNG and Hydrogen Dispensers: Rs.10,000 per nozzle

How to benefit the general public

Until now, most of the attention was focused on the inspection of petrol and diesel pumps, so owners of gas-powered vehicles were skeptical about the measurement. Due to this government scheme, gas and hydrogen distributors have now come under strict legal scrutiny. The most direct and significant benefit of this decision will be to millions of motorists across the country. When every nozzle on every pump is regularly and strictly verified, every drop of fuel and every unit of gas will be accurately accounted for. This will completely prevent any level of adulteration and malpractice.
