Saurabh Luthra began his journey in the restaurant and nightlife industry nearly a decade ago, leaving behind a corporate life to build what would eventually become the Romeo Lane hospitality group. Over the years, he expanded aggressively across India with restaurants, lounges and club spaces positioned as trendy, premium lifestyle hangouts.

His brand’s identity rested on stylish interiors, music-driven ambience, and an aesthetic aimed at drawing both tourists and younger urban audiences. According to industry reports, Romeo Lane has opened outlets in multiple cities, offering everything from casual dining to full-scale club experiences. Birch by Romeo Lane was launched in Goa as one such upscale, nightlife-focused venue.

The Goa outlet, set in the popular Arpora area, was marketed as a high-energy destination for visitors looking to experience the state’s club culture. But after the December fire that killed more than 20 people, questions have emerged about the structure’s legality, approvals and operational responsibility.

The Fire at Birch: What We Know So Far

According to the Hindustan Times report, the building in which Birch operated was constructed without a valid licenceand the village panchayat head confirmed that the structure did not have the required permissions. The venue had also been issued a demolition noticewhich was later stayed after an appeal.

Authorities told the media that there were ongoing disputes involving Saurabh Luthra — including disagreements with landowners and business associates — and multiple complaints had been filed earlier regarding the establishment. Despite these disputes, the club continued operating until the night of the tragedy.

The fire reportedly originated after a gas cylinder explosionwhich quickly engulfed the enclosed basement area where many staff members were trapped. Both Hindustan Times and Deccan Herald note that several victims died due to suffocation, as smoke filled the lower sections of the club. Rescue teams later confirmed that many of the deceased were employees caught inside with no escape route.
