Former Maharashtra DGP Rashmi Shukla has stated in a report that there was an attempt to implicate Devendra Fadnavis and Eknath Shinde in the ULC scam.

According to news channel Aaj Tak, former DGP Rashmi Shukla has said in the report that in the year 2021, the then DGP Sanjay Pandey, who was the leader of the opposition at that time and now tried to implicate CM Devendra Fadnavis and Eknath Shinde in the ULC scam. Has been given to the Additional Chief Secretary of the Home Department of Maharashtra.

According to the news channel, in the report of former DGP Rashmi Shukla, it has been said that Sanjay Pandey, who was the DGP of Maharashtra in 2021, had instructed Thane DCP Laxmikant Patil and ACP Sardar Patil to show Devendra Fadnavis and Eknath Shinde accused of illegal extortion from builders in the 2016 ULC scam case. According to the report, pressure was also put on ACP Sardar Patil to arrest Devendra Fadnavis and Eknath Shinde. Sanjay Punamiya, accused in the ULC scam, gave an audio clip to the investigating agencies. According to Punamiya, this audio contains a conversation between the then DGP Sanjay Pandey, DCP Laxmikant Patil and ACP Sardar Patil.

In the report of former DGP Rashmi Shukla, it has also been said about the case registered in Kopri police station. It is alleged that DCP Laxmikant Patil interrogated Punamiya and Sunil Jain. Whereas, Patil was not even the investigating officer of the ULC scam. It has been alleged in the report that during interrogation, Sanjay Punamiya was pressurized to tell that Devendra Fadnavis had extorted money from the builders. The ULC i.e. Urban Land Ceiling scam case is related to the 1976 law related to it. Under the Urban Land Ceiling Act, the government acquired areas in cities with more than 500 square meters of land. In ULC scam, land owners created fake documents. So that land can be saved from acquisition and less compensation can be taken. Wrong certificates issued under urban land ceiling. Due to this the lands were taken out of the reach of the government and the treasury suffered huge losses. Bombay High Court had called it the biggest land scam.
