Waqf Umeed Portal Deadline Aimplb Demand
The six-month deadline for compulsorily registering Waqf properties across the country on the central government-developed portal UMEED (Unified Waqf Management, Empowerment, Efficiency and Development) ended on December 5. However, in four of the five states that have the largest number of Waqf properties, only one-third to ten percent of the properties have been uploaded on the portal. This information has been revealed in a report of The Indian Express.
Uttar Pradesh has the highest number of Waqf properties, about 1.4 lakh, which come under Sunni and Shia Waqf boards. It is followed by West Bengal (80,480), Punjab (75,511), Tamil Nadu (66,092) and Karnataka (65,242). Joint Waqf boards operate in all states except Bihar and Uttar Pradesh.
By the evening of December 3, more than 3.42 lakh properties had been uploaded across the country. By December 4, about 35% of properties were registered in Uttar Pradesh, 10% in Karnataka (by December 2), 10% in Tamil Nadu (by December 3) and about 80% in Punjab. The process has become easier with Punjab Waqf Board giving priority to ‘Waqf Estate’ registration instead of ‘Property’. Also, Waqf estates in Punjab are managed directly by the board and not by mutawallis, which expedited registration.
Interestingly, the TMC government, which opposed the Waqf (Amendment) Act for months, last week issued instructions to upload Waqf details on the portal. Out of 80,480 properties in the state, only 10,000 (12%) could be registered by December 1.
Meanwhile, the All India Muslim Personal Law Board (AIMPLB) has written to Union Minister of State for Minority Affairs George Kurien seeking extension of the deadline. The board has requested to call an immediate meeting citing technical glitches.
AIMPLB spokesperson SQR Ilyas alleged that Mutawalli was uploading on a large scale as the deadline approached, causing the portal to repeatedly crash, slow down or freeze. “It is almost impossible to upload details of lakhs of Waqf properties in such a short time,” he said.
However, the government official rejected these claims, saying, “More than one lakh uploads have been successfully done on the UMEED portal in the last 100 hours. In such a situation, how can questions be raised on the efficiency of the portal?” The official also added that there were very few uploads in the first four months and now the complaints have increased due to the sudden rush, which is more a result of delayed action than a technical glitch.
The Center had notified the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025 on July 3. These rules have been made under the Waqf (Amendment) Act 2025, which came into force from April 8, and set out provisions related to portal management, database, audit and maintenance of accounts.
