Anthropic out of Pentagon deal, OpenAI announces agreement
A major development has emerged in the American artificial intelligence field. OpenAI CEO Sam Altman announced on Saturday (February 28) that his company has reached an agreement with the US Department of War to deploy AI models on its classified networks. OpenAI’s biggest rival, Anthropic, was forced out of the system during a standoff with the Pentagon.
“Tonight, we entered into an agreement with the Department of War to deploy our models across their classified networks. In all of our interactions, the DoW demonstrated a deep respect for safety and a willingness to partner to achieve the best outcome,” Altman said on social media platform
The day before, Department of War Secretary Pete Hegseth had declared Anthropic a supply chain risk because the company could not reach a settlement with the agency. At the same time, US President Donald Trump directed all government agencies to stop using Anthropic AI with immediate effect.
Key terms of the agreement:
Under the agreement, OpenAI and the Pentagon have agreed to two main security principles. These principles include prohibiting domestic mass surveillance and mandating humanitarian accountability in decisions regarding the use of force. According to Altman, the Department of War supports these principles, embeds them in law and policy, and makes them part of the agreement.
He added, “We are asking the DoW to provide all AI companies with the same conditions, which we believe everyone should be willing to accept. We have expressed our strong intention to move things away from legal and government action and toward real agreements.”

Anthropic reaction
Anthropic has also reacted to this decision of the government. “We have made every effort to reach an agreement with the Department of War, making clear that we support all lawful uses of AI for national security, with the two minor exceptions described above. To our knowledge, these exceptions have not impacted any government missions to date,” the company said in a statement.
It was reported that the Pentagon had given Anthropic until Friday to clarify whether it is ready to give unconditional access to its technology or not, even if it violates the company’s ethical standards. Otherwise there were warnings of action under emergency federal powers.
With this entire development, the debate has intensified in the US defense establishment regarding the balance between the use of AI, ethical standards and national security.
