Proposal to remove Speaker Om Birla presented in Lok Sabha, 10 hours fixed for discussion!
Congress MP Mohammad Javed formally presented this proposal. This proposal has signatures of 118 opposition MPs. The opposition alleges that the Speaker has adopted a ‘partisan attitude’ during the proceedings of the House. The opposition says that opposition leader Rahul Gandhi was not allowed to speak in the Lok Sabha, due to which dissatisfaction increased.
After the proposal was presented, a new controversy arose in the House. The question arose as to who will preside over the proceedings of the House when the proposal to remove the Speaker is under consideration. At that time the proceedings of the House were going on under the chairmanship of Jagdambika Pal.
AIMIM MP Asaduddin Owaisi and Trinamool Congress MP Saugata Roy raised points of order on this issue. Citing parliamentary rules, Owaisi said that when a proposal to remove the Speaker is under discussion, the Speaker or his nominee should not preside over the proceedings.
Owaisi also said that the Deputy Speaker (Deputy Speaker) has not been appointed in the Lok Sabha yet. In such a situation, the members sitting on the chair have been nominated only with the approval of the Speaker. Therefore, it would not be appropriate for them to discuss this proposal. He suggested that before the debate begins, the House should agree on who will preside over the proceedings.
On this, a reply also came from BJP. BJP MP Nishikant Dubey said that according to parliamentary rules, any member sitting on the chair can conduct the proceedings using the same rights as the Speaker.
Parliamentary Affairs Minister Kiren Rijiju also supported BJP MP Nishikant Dubey and said that the rules clearly give this right to the Chair.
Meanwhile, Congress MP KC Venugopal targeted the government and said that the Deputy Speaker has not been appointed yet, which is a serious issue. He said that before taking the debate forward, the House should agree on who will conduct the proceedings.
During this, BJP MP Ravi Shankar Prasad also intervened and said that the member sitting on the chair has full right to conduct the proceedings of the House.
After hearing the arguments of both the parties, Jagdambika Pal, who was presiding over the proceedings, said that the post of Speaker is not vacant, hence the Chair has full right to conduct the proceedings. He also told that Speaker Om Birla himself has decided not to preside over the House during this debate.
Jagdambika Pal said that the Speaker was generous in correcting the initial technical errors in the notice and issued the notice himself making the necessary corrections.
Congress MP Mohammad Javed formally presented the proposal to remove the Speaker in the House. In the end it was decided that the proposal to remove Speaker Om Birla would be discussed in the Lok Sabha for a total of 10 hours.
