Cabinet approves amendment in Uttar Pradesh Higher Judicial Service Rules!
In the cabinet meeting, the proposal to amend the Uttar Pradesh Higher Judicial Service Rules, 1975 was approved. On the basis of the recommendation of the High Court, Uttar Pradesh Higher Judicial Service (Eighteenth Amendment) Rules, 2026 will be implemented. Under this, some rules related to recruitment, quota and selection process have been changed.
According to the amendment, changes will be made in Rule-5 related to the source of recruitment, Rule-6 related to quota, Rule-18 related to selection process, Rule-20 related to promotion, Rule-22 related to appointment and Appendix-1.
Under the new system, the quota for promotion from Civil Judge (Senior Division) has been reduced from 65 percent to 50 percent. This promotion will be given on the basis of merit and seniority and to the officers who pass the suitability test. At the same time, the quota for promotion through limited departmental competitive examination has been increased from 10 percent to 25 percent.
Only those civil judges who have completed at least three years of service on that post and at least seven years of service in the Uttar Pradesh Judicial Service will be eligible to participate in it. Apart from this, the quota for direct recruitment from advocates (Bar) will remain the same at 25 percent as before.
An important proposal related to increasing milk processing capacity in Bundelkhand region was approved in the cabinet meeting. Under this, under the Bundelkhand package, it has been decided to establish a new dairy plant of 20 thousand liters per day capacity in Banda district and expand the already established 10 thousand liters per day dairy plant in Jhansi to 30 thousand liters per day. Indian Dairy Machinery Company Limited has been appointed to carry out the civil and mechanical work of these projects on turn-key basis. has been designated as the executing agency.
The Cabinet has also approved the proposal to give centage charge to this company as per rules, the expenditure of which will be borne by the state government from its own resources. Uttar Pradesh is the largest milk producing state in the country and the demand for milk products is continuously increasing in the state.
In such a situation, by increasing dairy processing capacity in Bundelkhand region, milk producers will be able to get better and market based price for their milk. With the completion of these projects, the problem of milk spoilage in the area will reduce, the income of farmers will increase and direct and indirect employment opportunities will also increase in Bundelkhand. Besides, this initiative is also being considered helpful towards the goal of making the state a trillion dollar economy.
In the cabinet meeting, the proposal related to setting up a medical device manufacturing unit in Yamuna Expressway Industrial Development Authority area was approved. Under this, TI Medicals Pvt. Ltd. The proposal to provide land subsidy has been approved.
The company will set up a medical device manufacturing unit with an investment of about Rs 215.20 crore on 4.48 hectares of land in the Medical Device Park area of Yamuna Expressway Industrial Development Authority (YEIDA) located in Gautam Buddha Nagar. This project is proposed under the FDI, FCI and Fortune India-500 Investment Promotion Policy-2023 of Uttar Pradesh.
As per the decision of the Cabinet, an amount of Rs 14.77 crore will be provided to the company as reimbursement under the permissible subsidy. This amount will be given after adjusting the subsidy already received under the Medical Device Park Scheme of the Central Government.
This investment will boost the medical device manufacturing sector in the state, industrial activities will increase and employment opportunities will also be created at the local level. This initiative will be helpful in establishing the state as a major hub of investment and strengthening the economy. The proposal related to this project was earlier considered at various levels.
The project was approved in the meeting of the Authorized Committee held on 5 July 2024 under the FDI, FCI and Fortune Global 500/Fortune India 500 Investment Promotion Policy-2023 of Uttar Pradesh and the eligibility certificate was also issued to the company on 22 July 2024.
Later, points related to subsidy were considered in the Empowered Committee meeting held on 15 May 2025. The company has already received subsidy from the Central Government under the Medical Device Park Scheme.
On this basis, out of the total subsidy of Rs 41.52 crore permissible under the FDI policy, a proposal was prepared to give the remaining amount of Rs 14.77 crore by the Yamuna Expressway Industrial Development Authority (YIDA) as reimbursement to the company after deducting the subsidy received earlier, which has now got the approval of the Council of Ministers.
