CAG report exposes major flaws in India’s defense structure, questions raised on hospitals and salary system

Comptroller and Auditor General of India (Comptroller and Auditor General of India-The recent report by CAG has exposed serious shortcomings in the country’s defense services. In this report presented in Parliament, concern has been expressed on many important issues related to military preparedness and welfare of personnel.

The condition of military hospitals is worrying

The biggest concern expressed in the report is regarding the maintenance of military hospitals. The audit found that many hospital buildings do not meet modern standards and have not been properly upgraded for a long time. In particular, fire safety measures were found to be extremely weak, which could pose a serious risk to patients and staff. The report demands immediate action from the Defense Ministry, renovation of old structures and strict adherence to safety standards.

The CAG has also found serious irregularities in the disposal of biomedical waste in military hospitals. In many places, legal rules were not followed, posing a threat to both the environment and health. The report has recommended immediate corrective action in this direction.

Irregularities in salary payment

An important part of the report is related to shortcomings in salary distribution. Thousands of soldiers did not receive their salaries on time or were paid incorrectly. The reason for this has been said to be systemic shortcomings of the Defense Accounts Department. The audit found that the existing IT system lacked necessary business rules, leading to problems such as overpayment and underpayment. Due to this, the soldiers had to face financial problems and the trust in the administrative system was also affected.

Emphasis on the need for digitization

CAG has also described the state of record management in defense establishments as weak. Manual records are still being maintained at many important locations, affecting transparency and efficiency. The report recommends comprehensive digitalization of all systems.

These shortcomings have a direct impact on the morale of the soldiers. Timely salary and better health facilities are very important for the soldiers deployed on the border. Such deficiencies can affect their efficiency and concentration.

The report suggests that steps like strengthening IT systems, upgrading hospitals and security audits should be taken immediately. This report has come at a time when security challenges are increasing globally. In such a situation, strengthening the backend systems of the defense sector is as important as the purchase of modern weapons and equipment.
