Capital status to Amravati, bill passed in Rajya Sabha!

The Andhra Pradesh Reorganization (Amendment) Bill, 2026 was passed by the Rajya Sabha on Thursday. This important bill is to provide statutory recognition to Amaravati as the permanent capital of Andhra Pradesh. This Bill also provides legal basis to the resolution passed by the Andhra Pradesh Assembly in this regard. This bill has already been approved by the Lok Sabha. Before passing the bill, a discussion on it was held in the House.

Union Minister of State for Home Nityanand Rai, replying to the discussion, said that through this amendment, a provision is being made that after the expiry of the specified period, Amaravati will be the capital of the state of Andhra Pradesh.

Also, a clear clarification is being added to the Act to ensure that Amaravati is recognized as the statutory capital of the state. Additionally, this amendment is also necessary for the purpose of giving effect to the resolution passed by the Andhra Pradesh Assembly on March 28. With this, the name of Amravati will be included as the capital of the state and there will be no legal doubt or dispute.

He said that a clear and stable capital is extremely essential for the administrative structure of any state. This brings transparency in the governance system, strengthens the decision making process and speeds up the implementation of development plans. Amaravati getting the status of statutory capital will encourage investment in the state, develop infrastructure at a faster pace and boost overall economic progress.

The Minister of State for Home said that the Central Government under the leadership of the Prime Minister is fully committed to the overall and balanced development of Andhra Pradesh. This Amendment Bill is an important step towards the resolve of ‘Developed India’ and will further empower Andhra Pradesh in the mainstream of development.

He also expressed his gratitude to all the Members of Parliament who expressed their views on this important bill. There has been a comprehensive and substantive discussion on the Andhra Pradesh Reorganization (Amendment) Bill, 2026 in the House. All the members have given their suggestions keeping in mind the interest of the state, its future and development.

The Minister of State for Home said that as is known, provisions regarding the capital were made at the time of reorganization of the state under the Andhra Pradesh Reorganization Act, 2014. At that time it was arranged that Hyderabad would function as the joint capital for a certain period and thereafter a new capital would be developed for Andhra Pradesh, but there was no clear statutory mention in the Act regarding the permanent capital, which led to interpretative and administrative ambiguities from time to time.

In this sequence, the Andhra Pradesh government issued a notification naming Amaravati as the capital of the state. After this, discussions continued on the issue of capital at various levels in the state. Recently, the Andhra Pradesh Assembly has passed an important resolution requesting the Government of India to make necessary amendments to grant the status of statutory capital of Andhra Pradesh to Amaravati.

He said that the Central Government fully respects the democratic aspirations of the states and their legislative decisions. Keeping this proposal passed by the Andhra Pradesh Assembly in mind, this amendment bill has been presented before the House. The main objective of this Bill is to remove any legal ambiguity existing in relation to the capital of Andhra Pradesh and to make the position clear and stable.
