Mizoram becomes ‘insurgency-free’ state after 60 years

In a historic turn, the northeastern state of Mizoram has been declared an “insurgency-free” state after 60 years. The last active militant group in the state, the Sanate faction, surrendered on Thursday (April 30), following which Chief Minister Lal Duhoma officially announced the achievement.

The development came to light when the Sanate faction of the Hamar People’s Convention (Democratic) (HPC(D)) surrendered along with 43 of its cadres. The group was led by Lalhmingthanga Sanate, who was considered to be the last active militant organization in Mizoram. The surrender ceremony took place during the homecoming and arms laying ceremony held at Sesong near Aizawl.

The move follows the peace accord signed between the Mizoram government and the HPC(D) on April 14, paving the way for an end to the long-running insurgency in the state. Chief Minister Lalduhoma said on the occasion, “Earlier whenever there was talk of peace in Mizoram, the shadow of HPC(D) remained. Today we have achieved that goal. Now we can proudly say that Mizoram is indeed a peaceful state.”

Emphasizing on the unity of the Mizo community, he said that the common Mizo identity is more important than the separate identity of any sub-tribe. “We are all Mizos and our progress lies only in unity,” he said. The Chief Minister said that Mizoram will not allow extremism to flourish again. “We all have to come together to maintain peace and stay away from any thoughts or activities that may promote unrest,” he said.

State Home Minister K. Describing this day as historic, Sapdanga praised the role of the Chief Minister in the peace process. He said that the government will work with the surrendered cadres to fulfill their aspirations through democratic and administrative means.

The HPC(D) had been demanding an Autonomous District Council (ADC) for the Hmar community for a long time under the Sixth Schedule of the Constitution. The organization emerged as a political platform in the 1980s, but switched to the path of armed struggle in 1987. Following a peace accord in 1994, a section of it came into the mainstream, while the dissident faction broke away and formed the HPC(D).

Later in 2018, another faction also reached an agreement with the government, but the Sanate faction remained out of the peace process. This faction also eventually returned to the mainstream after back-channel talks starting in 2024. During the ceremony, Sanate also appreciated the efforts of the government and said that the development works in the area played an important role in restoring confidence.

Let us tell you that the era of humanitarian violence and insurgency in Mizoram started in February 1966 with the Mizo National Front, which ended after 60 years on 30 April 2026, making the state ‘insurgency-free’. With this development, Mizoram has taken an important step towards lasting peace, leaving behind the decades-old era of insurgency.
