Odisha Rajya Sabha by-election notification released, nomination process started!

The process of by-election for a vacant Rajya Sabha seat from Odisha formally began on Monday after the Election Commission of India (ECI) issued a notification. Giving information to the media in a press conference held here, Odisha Assembly Secretary Satyabrata Raut said that the Election Commission has issued a notification for by-election to fill the seat vacant after the resignation of former Biju Janata Dal (BJD) Rajya Sabha member Debashish Samantrai. As per the schedule, the process of filing nominations will begin from Monday, June 1.

The last date for submission of nomination papers is June 8, while the scrutiny of nomination papers will take place on June 9. Candidates can withdraw their nomination till June 11.

Sahu said that if more than one candidate remains in the fray after the last date for withdrawal of nominations, then voting will be held on June 18. If necessary, counting of votes will be done on the same day and after that the election process will be completed.

Sahu has been appointed the returning officer for the by-election, while an official from the Assembly Secretariat has been made the assistant returning officer to oversee the process. The by-election has become necessary due to the vacancy of Rajya Sabha seat from Odisha and the Election Commission has started the process as per the scheduled election schedule.

It is noteworthy that Samantarai, who was elected to the Rajya Sabha in April 2024, submitted his resignation to Vice President and Rajya Sabha Chairman CP Radhakrishnan on May 25. Otherwise he would have completed his tenure, which was to end in April 2030.

In a major blow to the opposition BJD, party’s founding member Samantrai resigned from the primary membership on May 25 in a letter to party chief Naveen Patnaik, citing continuous neglect within the party.

After his resignation from Rajya Sabha, the regional party’s strength in the Upper House reduced to five. A day after resigning from the party, Samantarai joined the ruling Bharatiya Janata Party (BJP) during an event held at the party headquarters in New Delhi on May 26. It is noteworthy that Samantrai, a three-time MLA, was elected to the Odisha Assembly from Tirtol and Barabati-Cuttack constituencies during 2000-2004, 2009-2014 and 2014-2019.
