4 killed in Rohini building accident, amidst allegations of negligence DDA said – the area was de-notified in 2016
A four-storey building under construction in Rohini area of the capital Delhi suddenly collapsed. So far 4 people have died in this tragic accident, while many others have been injured. According to the police, there is a possibility that some people are still trapped under the debris and relief and rescue operations are going on on a war footing to rescue them. Police said that information about the building collapse was received at around 4:30 pm. As soon as the information was received, teams of Delhi Police, Delhi Fire Service (DFS), National Disaster Response Force (NDRF), Municipal Corporation of Delhi (MCD), Revenue Department, Ambulance Service, Tata Power and other concerned agencies immediately reached the spot.
4 people died
After the accident, the relief and rescue team has so far pulled out four people from the debris. Among these, 42-year-old Ram Kishore was taken to the hospital in critical condition, where doctors declared him dead. According to the police, the process of identifying other dead people who lost their lives in the accident is going on. The injured include 35-year-old Ravi, who works as a plaster of paris, and 32-year-old Saddam. Police said that Saddam has suffered fractures in his hands and legs and is being treated at Babasaheb Ambedkar Hospital. Apart from this, two other people have also been taken out safely from the debris.
Local people accused the departments of negligence
After the collapse of an under-construction building in Rohini Sector-16, local people have raised serious questions on the functioning of various government departments of Delhi. They allege that despite frequent building accidents in the capital, construction activities are not being effectively monitored. Local residents and RWA (Resident Welfare Association) representatives say that the concerned departments including DDA, MCD, Delhi Fire Service (DFS), Delhi Police do not do adequate ground level inspection of the under-construction buildings from time to time. They allege that because of this, cases of illegal construction and violation of building bye-laws do not come to light in time.
RWA representatives said that especially in unauthorized colonies, de-notified areas and other sensitive areas, all departments should monitor and inspect with better coordination. He believes that if construction works are regularly inspected and rules are strictly followed, such accidents can be prevented to a great extent. Local people also said that adequate lessons were not learned even after the building accident in Saidulajab, Saket on May 30. They allege that such accidents are happening continuously in different parts of the capital, but accountability of the concerned departments and officers is not being fixed.
The area was de-notified in 2016
After the collapse of the under-construction building in Rohini Sector-16, Delhi Development Authority (DDA) issued an official statement at around 7 pm on Wednesday evening. DDA clarified that the area where the accident occurred was de-notified in the year 2016. After this, the administrative control and maintenance of this area was handed over to the concerned local body.
Drilling during plumbing work can be the cause of accident
On the incident of collapse of under-construction building in Rohini Sector-16, Municipal Corporation (MCD) officials said that the concerned building was constructed recently after the building plan was approved under Saral Scheme. According to officials, each unit had an area of about 26 square meters and finishing work was going on in the building at the time of the accident. Corporation officials said that preliminary local investigation has revealed that some work related to plumbing was being done. During this time, drilling and holes were reportedly done in the columns and beams, which could be a possible reason for the sudden collapse of the building.
19 buildings declared dangerous in survey of 28 lakh buildings
According to MCD officials, a special survey campaign is conducted every year in Delhi between April 1 and June 30 to identify potentially dangerous buildings. Officials said that till June 27 this year, about 28 lakh buildings were surveyed, out of which 19 buildings were found in dangerous category. After these buildings are identified, notices have been issued to the concerned owners to vacate or demolish them.
