8th Central Pay Commission Minimum wage to be raised to ₹50,000

Organizations of government employees and teachers have put forward their major demands before the government regarding the 8th Central Pay Commission. These proposals include important demands like huge increase in minimum wage, increase in allowances and restoration of the Old Pension Scheme (OPS).

Business News: The demands from central employees and teachers regarding the 8th Pay Commission have intensified. National Council – Joint Consultative Machinery (NC-JCM) has submitted a memorandum to the government on April 14 demanding minimum wage to Rs 69,000 and fitment factor to 3.833. This demand can bring about major changes in the existing wage structure, if it is accepted.

At the same time, teachers organizations like Pragatishil Shikshak Nyay Manch (PSNM) have proposed to fix the minimum basic pay for central teachers and employees between Rs 50,000 to Rs 60,000. This organization represents Central Government teachers working in Union Territories.

Big demand regarding minimum wage

PSNM and other employee organizations have suggested that the minimum basic pay of level-1 employees be set between ₹50,000 to ₹60,000. Apart from this, the National Council-Joint Consultative Machinery (NC-JCM) in its memorandum dated April 14 has also demanded raising the minimum wage to ₹69,000 and fitment factor to 3.833. At present, employees say that the current salary structure is not in line with the rising inflation, hence major changes are needed in it.

Employee organizations have demanded increase in the fitment factor from 2.62 to 3.83. He says that this will make the salary structure more equitable and in line with inflation. Along with this, it has been proposed to increase the annual increment from 6% to 7%, due to which the total annual increment can reach about 10%.

Demand for amendment in allowances

PSNM has also demanded increase in various allowances:

  • House Rent Allowance (HRA): Proposal to increase from 10%, 20% and 30% to 12%, 24% and 36%
  • Children’s education allowance: Demand to increase it to ₹7,000 per month
  • Transport Allowance: Suggested to be 12%–15% of basic salary or minimum ₹9,000

Organizations say current allowances do not meet the real cost of urban living.

Promotion and improvement in service conditions

Teachers organizations have also put forward important demands regarding career growth. The proposal states that:

  • At least 5 promotions should be given in 30 years of service
  • Minimum assured promotion should be given every 6, 12, 18 and 24 years.

Its objective is to provide long-term career stability and progression to employees. Employee organizations have demanded that when Dearness Allowance (DA) reaches 50%, it should be included in the basic salary. Along with this, there has also been a demand to re-implement the Old Pension Scheme (OPS), which the employees have been demanding to restore for a long time.
