8th Pay Commission CEA: The Department of Posts of the Ministry of Communications has made a major change in the rules of Children Education Allowance (CEA), giving relief to government employees amid the discussions on the 8th Pay Commission. The objective of this decision is to reduce the burden of increasing education expenses on the employees. Under the new rules, now more financial assistance will be given for expenses related to education and hostel than before, so that employees can get better support for the education of their children.

New Allowance Structure

The government has fixed the amount of allowance, so that the employees will get clear and regular benefits. Now every month ₹ 2,812.50 will be given as Children Education Allowance (CEA) per child. Whereas, if the child is studying while staying in a hostel, then he will get hostel subsidy of ₹ 8,437.50 per month. This fixed amount will not be given on the basis of expenditure but as per the prescribed standard.

Link to DA, benefits will increase

The biggest feature of this allowance is that it has been linked to Dearness Allowance (DA). As soon as DA crosses the 50% limit, CEA and hostel subsidy will automatically increase by 25%. With this, even if inflation increases, employees will continue to get additional relief and the pressure of education expenditure will be reduced.

Impact of new education policy

As per the National Education Policy 2020 (NEP 2020), now pre-school level like nursery, LKG and UKG have also been included in this allowance. Additionally, if for some reason the child has to repeat a class, the employees will still get the benefit of the allowance. This step has been taken to keep pace with the changes taking place in the education system.

Eligibility, conditions and documents

This benefit is limited to two children only. If both husband and wife are government employees, only one person can claim this allowance. Reimbursement claim will be made once a year at the end of the financial year. The special thing is that the allowance will continue even in the event of leave or suspension, and even after retirement, payment will be made till the end of the academic session. Certificate from the school principal and details of hostel expenses will be mandatory for the claim.
