8th Pay Commission: What will be the new salary of Group-C and Group-D?

New Delhi. Discussions regarding the 8th Pay Commission for Central Government employees have intensified. The commission has been constituted and suggestions have also been sought from various employee organizations and stakeholders. The most eagerness is among Group-C and Group-D employees, because these categories have the highest number and they get direct benefits from the pay revision.

The biggest question is regarding the fitment factor. Employee unions are demanding a fitment factor of 3.25. If this demand is accepted, there may be a big jump in the minimum basic salary.

What is fitment factor and why is it important?

Fitment factor is the multiplier based on which the current basic pay is revised. A fitment factor of 2.57 was implemented in the 7th Pay Commission, increasing the minimum salary from ₹7,000 to ₹18,000. Now various proposals ranging from Rs 2.15 to Rs 3.25 are being discussed in the 8th Pay Commission. The final decision will be taken only after the approval of the government.

Probable new salary of Group-D (Level 1)

The current minimum basic pay of Group-D employees is ₹18,000. Estimates based on different fitment factors are as follows:

When factor 2.15 is applied, the salary can go up to around ₹38,700.

In case of 2.28 factor, the minimum wage is estimated to be around ₹ 41,000.

At a factor of 2.86, the basic salary may exceed ₹51,000.

If the 3.25 factor is applied, the minimum wage could reach around ₹54,000.

This will be only the basic salary. Apart from this, DA, HRA and other allowances will be available separately, due to which the total monthly income can be more.

How much benefit to Group-C employees?

Clerk, technical staff, guard and other supporting posts come under Group-C. Their salary is decided according to the pay matrix level.

Level 3 (Grade Pay 2000): The revised basic salary may be around ₹ 57,456, taking the gross salary with allowances to ₹ 74,845.

Level 4 and 5: There is a possibility of increase in their basic salary by 30% to 50% based on the fitment factor of 2.28 to 2.86. This means that a significant increase in the salary of middle level employees is also possible.

There will be changes in allowances also

Not only the basic pay, but also Dearness Allowance (DA), House Rent Allowance (HRA) and Transport Allowance (TA) will be revised. Generally, after the new salary is implemented, DA is calculated on the new basic, which leads to additional increase in the total income.

The thing to note is that all these figures are probable estimates, based on the calculations of experts and the demands of employee organizations. The final pay structure will be decided only after the recommendations of the 8th Pay Commission and the approval of the Central Government. At present, it is certain that the 8th Pay Commission can bring a big change in the salary structure for Group-C and Group-D employees.
