8th Pay Commission: Salary will not increase, dearness allowance will not be given; These employees have no benefit from the new pay commission
8th Pay Commission Latest Update: The Eighth Pay Commission (CPC) is expected to be implemented from January 1, 2026, but more than one crore central government employees and pensioners will continue to work under the framework of the Seventh Pay Commission until the new structure is approved and notified. In such a situation, people’s expectations regarding increase in salary, pension revision, allowance and fitment factor are continuously increasing.
The government had approved the Terms of Reference (ToR) in the month of October. However, it may take 18 months or one and a half years for the commission to submit its recommendations. Changes will be made in the salary structure only on the basis of these recommendations. However, not everyone will get the benefit of the 8th Pay Commission. There are some categories which can be kept out of the new pay structure. Let us know who is likely to not get benefits under the Eighth Pay Commission.
Which employees will not get the benefit?
- Private sector employees will not come under its purview.
- Pay Commission recommendations are applicable only to Central Government employees. Contract workers and temporary employees, who are not covered under Central Civil Services rules, are not likely to get the benefit directly.
- State government employees will not get the benefit of the Eighth Pay Commission. They will get the benefit only when their state governments decide to adopt the recommendations of the 8th Pay Commission.
- Employees of Public Sector Undertakings (PSUs) will not come under the purview of the 8th Pay Commission. These organizations have their own separate pay structure and unless the concerned PSU implements the recommendations of the Central Pay Commission, the employees will not directly benefit.
- Employees of autonomous bodies will get benefits only if they follow the pay rules of the Central Government.
- It is important to note that Central Government pensioners generally get the benefit of changes in pay commission. However, final eligibility will depend on the rules mentioned in the government notification.

Total 50.14 lakh across the country central employee And there are about 69 lakh pensioners, who are eagerly waiting for the benefits under the Eighth Pay Commission. With the approval of the Eighth Pay Commission, necessary funds will also be arranged in the budget for its implementation because the expenditure is going to be huge.
