Patna: ED has tightened its grip on IAS officer Sanjeev Hans, who is close to the politicians. After Madhubani, Sanjeev Hans went to Delhi directly by becoming the secretary of the then Union Minister Ram Vilas Paswan. He was Paswan's personal secretary for five years. Even now many people sitting in the government are his fans. A senior government minister never ceases to praise him in his conversations. They even say that where is the charge sheet, whereas the image of the minister himself has been clean. The case in which action is currently being taken by the ED is linked to former RJD MLA Gulab Yadav.

It is alleged that illegal transactions worth crores took place between the two. Sanjeev Hans, who was DM in Madhubani, and Gulab Yadav, the then RJD MLA from Jhanjharpur, came close to each other. The concerns of both of them extended to business. The relationship between the two regarding illegal earnings deepened. The fate of this is that both of them were put behind the bars.

Sanjeev Hans was such an officer who never had to wait for a good posting. When Ram Vilas Paswan withdrew from the Union Cabinet, Sanjeev Hans returned to Bihar. As soon as he came here, he was made the chairman of Bihar State Bridge Construction Corporation. After this he came to the Water Resources Department. The plan to take Ganga water to Gaya and Rajgir was implemented during the time of Sanjeev Hans. Then came to the Energy Department. The government expressed confidence in him and gave him the responsibility of Energy as well as Public Health Engineering Department.

Smart prepaid meters gained momentum during his tenure in the Energy Department. There is also talk of taking valuable gifts from the agency that installed smart meters in the ED investigation. In the ED's letter, all the evidence related to illegal wealth worth crores by misuse of official position has been given, on the basis of which a case of disproportionate assets (DA) is made out. This letter was received by the state's SVU within two days. After the final decision at the state government level, a case has been registered against both of them in DA case. ED first collected concrete evidence against IAS Sanjeev Hans and former MLA Gulab Yadav and then arrested both of them. The locations associated with Sanjeev Hans and Gulab Yadav were first raided on July 16, when about two dozen locations in Bihar, Delhi, UP, Punjab, Pune were searched. For three-four days, the locations of Sanjeev Hans's brother-in-law, relatives and land broker living in Delhi were searched.

A female lawyer from Allahabad had filed a case against both of them in November 2021 on other charges including rape. In this, it was also said that the woman would be given a flat and a car. Based on this, ED started action. Investigation revealed a big racket. Patna High Court had canceled the FIR lodged by the woman. After that, raids were conducted at the places close to Sanjeev Hans from 10 to 12 September.

Using Section 66 (2) of the Prevention of Money Laundering Act (PMLA), the ED had recommended the state government to register a case against IAS Sanjeev Hans and former MLA Gulab Yadav for disproportionate assets. Regarding this, the ED headquarters had written a letter to the DGP of Bihar and the then ADG of the Special Surveillance Unit, Nayyar Hasnain Khan. This 13-page letter contained complete details related to the illegal assets of these two.

All the evidence has been found by ED after its investigation. It became mandatory for the state agency to file a case against both of them under sections of DA. Because a few years ago, in the order passed by the Supreme Court in the hearing of a case of Vijay Madan Lal Choudhary regarding Section 66(2), it had been said that on presenting such evidence at the ED level, it would be mandatory for the investigating agency to take action by suing.

In the evidence sent to the state government, ED had mentioned that IAS Sanjeev Hans had benami assets worth more than Rs 20 crore. These properties are in Noida, Gurgaon, Punjab and other places. Facts related to their nexus with many private contractors have also been presented. Evidence of joint business with Sanjeev Hans and Gulab Yadav along with his wife MLC Gayatri Devi has been presented.
