Only top 500 global universities allowed to open branches in Vietnam

Foreign universities ranked within the global top 500 over the past three years are eligible to open branches in Vietnam, according to a new government decree.

The decree, which aims to attract foreign investment in higher education, will come into effect on Nov. 20. It stipulates that the Prime Minister holds the authority to approve the establishment of foreign university branches in the country.

A minimum investment of VND500 billion ($19.7 million) and a land area of at least 2 hectares are required for university branches.

Teacher and student criteria must align with the university’s policies abroad but cannot fall below Vietnam’s national standards.

Teaching staff at universities must hold at least a Master’s degree, according to regulations set by the Ministry of Education and Training.

Currently, Vietnam has five operational universities with foreign investment: RMIT University Vietnam, British University Vietnam, American University in Vietnam, Fulbright University Vietnam, and Tokyo Human Health Sciences University Vietnam, serving around 20,000 students.
