Consensus reached at the Center on restoring full statehood to Jammu and Kashmir

The proposal will be brought in the winter session of Parliament

Statehood: The central government has agreed to reinstate full statehood to Jammu and Kashmir, while Ladakh will remain a union territory. A proposal regarding this decision will be presented in the winter session of Parliament starting at the end of November. Former Jammu and Kashmir Chief Minister Omar Abdullah had recently met Home Minister Amit Shah and Prime Minister Narendra Modi, where he discussed about the state. Had requested for restoration of status. They were assured of restoration of statehood by the end of this year. In 2019, Jammu and Kashmir and Ladakh were converted into Union Territories by removing Articles 370 and 35A, but the government restored statehood once the situation became normal. The state was reorganized under the Jammu and Kashmir Reorganization Act, 2019, and now the Parliament will have to amend this Act to give it statehood again. These changes will be made under Sections 3 and 4 of the Constitution and for this, approval from Lok Sabha and Rajya Sabha will be required. After being passed by the Parliament, Jammu and Kashmir will again get the status of a state with the approval of the President.

Changes after getting statehood:

Police and law and order – These will be under the state government.Law on land and revenue matters – The state government will have rights.Governor's interference ends – The Governor will not interfere in running the government.financial freedom – Dependence on the Center will be reduced, and assistance will be provided from the Finance Commission.right to make laws – The Legislative Assembly will have authority over matters of public order and concurrent list.approval of financial bill – Financial bills can be introduced without the permission of the Governor.State control over anti-corruption bureaus and services – The state government will have control over the appointment and transfer of officers.rights of commerce and trade – The state government will have complete rights in trade, tax and other commercial matters.Increase in the number of ministers – Now the number of ministers will increase as a state instead of a Union Territory. After this change, Jammu and Kashmir will get more autonomy and rights under the state government, due to which it will get independence in its local administrative and economic matters.4o
