MP Chandrashekhar asked for account of deployment of SC-ST officers on important posts…Wrote letter to Chief Secretary Manoj Kumar Singh

Lucknow. Amidst the elections to be held on 9 assembly seats of Uttar Pradesh, Azad Samaj Party chief and Nagina MP Chandrashekhar Azad has written a letter to Chief Secretary Manoj Kumar Singh. In this, he has sought information about the deployment of Dalit officers on the posts ranging from Additional Chief Secretary to Police Station Officer. Before the by-elections, political excitement has increased due to this letter of Chandrashekhar Azad. Actually, all the parties are working to mobilize the Dalit vote bank.

MP Chandrashekhar Azad has also sent a letter to the Appointment Department, Home Department and DGP, asking them to provide information in this regard. He wrote in his letter, Dear Manoj Kumar Singh ji…Jai Bhim, I would like to draw your attention to an important issue raised by many SC/ST organizations in the past, Uttar Pradesh is the largest state in the country in terms of population. The population of the state is approximately 25 crores. At present there are 75 districts in the state. About 22% of this large population of the state belongs to Scheduled Caste/Scheduled Tribe.

Reservation has been made in the Constitution of India to eliminate exploitation, oppression and inequality on the basis of caste and to provide representation to Scheduled Castes/Scheduled Tribes. The center of my concern is my home state Uttar Pradesh because here the incidents of caste-based oppression, exploitation, crime and violence are increasing instead of decreasing. The surprising thing is that when there is injustice, atrocities and harassment, the victims of the deprived class are sent away from the police station without registering an FIR, incidents of police personnel behaving rudely, FIRs are also registered, incidents of invoking weak sections, by the victims Incidents of changing the given complaint keep coming to light.

My party officials and I have personally experienced that in the cases of oppression of the deprived class, the attitude of the local administration and police administration is in most of the cases extremely insensitive or inclined towards the accused party. This situation is not only a big hindrance in building a civilized society but also painful. In the Indian democratic system, the legislature, executive and judiciary have been given separate responsibilities to realize the concept of equal justice, freedom of life and social justice to the citizens of the country. Among these, the executive is the important pillar which is the most effective pillar in preventing exploitation, atrocities, oppression and violence of the deprived sections at the local level.

Along with this, it was written in the letter, but most of the officers/employees sitting in the administrative service and police administration of the state have a lax and irresponsible attitude against this injustice and atrocities. The biggest allegation that seems to be at the root of this problem is that officers/employees/policemen from deprived sections are not given representation in decision making positions, in other words, District Magistrates, Additional District Magistrates, Superintendents of Police, Additional Superintendents of Police and Police Station Heads are not given representation. Therefore, being a Member of Parliament, as well as a member of the Parliamentary Committee on Home Affairs and a member of the Parliamentary Committee on SC/ST Welfare, I want to understand with facts how much substance these allegations actually have?
