ED reveals: Former Kanke CO Diwakar took Rs 3.50 crore for freezing 43 acres of land

ED has made revelations about the land scam in Ranchi. ED investigation has revealed that Ranchi land businessman Kamlesh Kumar laundered money worth crores through fake auction letters. In this, Kanke's CO Diwakar Prasad C Dwivedi, Jaikumar Ram, land businessman Arvind Sahu, Rekha Devi and others played supporting roles.

ED has said in the charge sheet filed in the court that former Kanke CO Diwakar Prasad C Dwivedi had taken Rs 3.50 crore from Kamlesh Kumar in exchange for possession of 43 acres of land. Diwakar had taken the first installment of the deal for Rs 20 lakh and the second installment of Rs 60 lakh from Harihar Singh residence of former District Sub Registrar Rahul Choubey. Rahul Chaubey and Kamlesh also accepted this before the ED.

Rs 1.50 crore of the third installment was given to Ringroad, while the last installment was taken by Diwakar's data entry operator Praveen Kumar Jaiswal. ED has also received a picture from Kamlesh's mobile, in which Kamlesh and the data entry operator are sitting together, while the amount of the last installment has been kept in front. All the suspects have confessed that this picture was sent to Diwakar Dwivedi before the final payment.

ED got its first clue about Kamlesh Kumar from the chat found in the mobile phone of accused Shekhar Kushwaha, arrested in the land scam. Documents related to fake auction letter were found in mobile chat. On June 21, ED had conducted raids against Kamlesh Kumar in the case of money laundering worth crores from hundreds of acres of land in Kanke region including 20 acres of land of BAU in Ranchi.

Then Rs 1.02 crore cash, cartridges and many documents and digital devices were found. Kamlesh and his associate Arvind Kumar Dubey also took money from many people in the name of land of BAU's Project River View. ED has revealed the land grabbing in Chama, Bukru and Nagdi in Kanke through weapons and bullying.

Where and how much land was grabbed?

ED has found in the investigation that Kamlesh Kumar, in connivance with former Kanke CO Diwakar Prasad and current CO Jaikumar Ram, grabbed 38 acres 87 decimal land through fake auction letter. These lands are located in account numbers 81, 28, 50, 75, 81, 73, 121, 114, 115, 119 and other accounts. The value of this land has been estimated at Rs 40.01 crore.

Similar 12 lands were transferred by Kamlesh Kumar through his associates between 17 February 2020 to 24 April 2024 to Rajesh Bathwal, Anshul Jain, Sangeeta Verma, Vimal Kirti Singh, Ujjwal Chaudhary, Ravikant Yadav, Ganesh Thakur, Paramjeet Kaur, Amit Kumar Modi. , Rishabh Aggarwal, Lakshmi Inglitech Pvt Ltd, sold to M/s Royal Instrument.

Through these 12 deeds, purchase and sale of land worth a total of Rs 2,24,85,000 was shown. During investigation in the record room, it was found that someone else's name had been fraudulently included in the auction letter. In the investigation, ED has found that CO Diwakar Dwivedi and Jaikumar Ram were aware that the auction letters were fake, but they froze the land.

Kamlesh Kumar had made a fake auction deed for 38 acres of land in the name of Parsu Sahu, ancestor of his associates Pradeep Sahu and Arvind Sahu. A fake auction letter of 15 acres of land was also made in the name of Dukhan Sahu. Its price was estimated at Rs 24.33 crore. Through a fake auction letter made in the name of Mahavir Sahu, 11.43 acres of land was grabbed, its value was estimated at Rs 14.73 crore.

Ajit Peter Dungdung was removed from the post of Deoghar SP, again appointed in Nishikant Dubey's area.

Kamlesh did a transaction worth Rs 4.86 crore

According to ED, Kamlesh had opened an account in HDFC Bank in the name of Arvind Sahu. From December 7, 2021 to July 8, 2024, Rs 4.87 crore were deposited in this account, while Rs 4.86 crore were withdrawn. Arvind told ED that the bank account opened in his name was used by Kamlesh only.
