New Delhi, 15 December. The National Investigation Agency (NIA) on Monday filed a charge sheet in the court in the case of the terrorist attack that took place on April 22 this year in Baisaran Valley of Pahalgam, Jammu and Kashmir. Seven people, including the three killed Pakistani terrorists, have been made accused.
The attack was carried out by terrorists from Pakistan
In the charge sheet, allegations have also been made against Pakistani terrorist organization Lashkar-e-Taiba (LeT) and its shadow organization The Resistance Front (TRF). This terrorist attack was said by Pakistan to be carried out by Pakistani terrorists and Pakistan supported terrorists.
Pakistani handler terrorist Sajid Jatt made accused
In the charge sheet, Pakistani handler terrorist Sajid Jatt alias Habibullah Malik alias Sajid Langra, who is sitting in Islamabad, Pakistan, has also been made accused. Regarding this, agency officials said that Sajid is the operational commander of the terrorist organization Lashkar-e-Taiba in PoK, who is commanding the TRF, the shadow organization of Lashkar in Jammu and Kashmir. It works to carry out terrorist attacks in India by tricking the youth in Pakistan and giving them terrorist training. This module of Lashkar is located in Kotli of PoK.

This module of Lashkar is also known as ‘Kotli Wing’. His right hand is Rafiq Nai alias Sultan sitting in Pakistan. Its another partner is Riyaz Ahmed, who is sitting in PoK Mirpur-Kotli.
1597 Paige’s chargesheet details Pakistan’s conspiracy and the role of the accused.
In its charge sheet, NIA has described the Pahalgam terror attack as being sponsored by Pakistan on the basis of religion, in which 25 tourists were killed and one local person was killed. In the 1597-page charge sheet, the NIA has given details of Pakistan’s conspiracy, the role of the accused and supporting evidence in the case. In this, terrorist organization LeT/TRF has been accused for its role in planning, facilitating and executing the Pahalgam attack.
Names of terrorists killed in Operation Mahadev are also included in the charge sheet.
NIA said that this charge sheet was filed on Monday before the NIA special court of Jammu. The charge sheet also includes the names of three Pakistani terrorists who were killed by Indian security forces during ‘Operation Mahadev’ in Dachigam, Srinagar in July 2025, a few weeks after the deadly terror attack. These three were identified as Faisal Jatt alias Suleman Shah, Habib Tahir alias Jibran and Hamza Afghani.
The above four terrorists along with terrorist organizations LeT and TRF have been charged under relevant sections of the Indian Code of Justice (BNS), 2023, Arms Act, 1959 and Unlawful Activities (Prevention) Act (UAPA), 1967. In the charge sheet, NIA has also imposed penal section against the accused for waging war against India.
Conspiracy lines till Pakistan
In this case, through the scientific investigation that lasted for about eight months, NIA has traced the links of the conspiracy of the attack to Pakistan, which is continuously sponsoring terrorists against India. In this case, the NIA has also accused two suspects arrested on June 22, 2025, who had provided shelter and other help to the terrorists. They were identified as Parvez Ahmed and Bashir Ahmed Jothatad.
During interrogation, both these accused had revealed the identity of three armed terrorists involved in the attack. He had also confirmed that all three terrorists were affiliated with the banned terrorist organization Lashkar-e-Taiba and were Pakistani citizens.
