This revelation has come at a time when Pakistan The Federal Investigation Agency (FIA) has so far offloaded 66,154 passengers at airports in 2025, so that organized beggar gangs and illegal migration can be stopped.

Strictness of Gulf countries, UAE also almost stopped visas

Last month, the UAE stopped granting visas to most Pakistani citizens after in many cases people were found involved in crime and begging there. This step reflects the increasing pressure on the international image of Pakistanis. These figures were presented before a parliamentary committee of the National Assembly of Pakistan, whereas thousands of citizens have already been included in the Exit Control List (ECL) i.e. No-Fly List.

Misuse of Umrah Visa becomes a big concern

Last year, Saudi Arabia formally requested Pakistan to stop the misuse of Umrah visas. Many Pakistani citizens were found begging in the holy cities of Mecca and Medina, which seriously worried the Saudi administration. According to Karachi-based The News International, FIA chief Rifaat Mukhtar said, “Recently, 56,000 Pakistani citizens have been deported from Saudi Arabia on charges of organized begging.” At the same time, according to the report of The Express Tribune, FIA has stopped 66,154 passengers from going abroad this year.

Huge loss to Pakistan’s image

The FIA chief clearly said that illegal migration and professional begging gangs are causing serious damage to Pakistan’s global image. The presence of Pakistani beggars has now become a common phenomenon in many countries of West Asia, due to which even honest pilgrims, students and workers have to face stringent visa checks and rejections. Saudi Arabia’s Ministry of Religious Affairs had warned in 2024 that if the situation did not improve, it would affect Pakistani Umrah and Hajj pilgrims.

Embarrassment even on social media

Usman, an Islamabad resident who returned from Umrah in 2024, wrote on

‘Professional Beggars’ and organized networks

Experts say that this is not just a matter of poverty, but an organized network of professional begging. In an article written in Dawn, legal expert Rafia Zakaria said that Pakistani beggars “set up shop” around Mecca and Medina and take advantage of the sentiments of foreign pilgrims. He described them as ‘Master Manipulators’, who use guilt to extort money from people.

Not just Saudi, problem in many countries

This problem is not limited to Saudi Arabia only. Pakistani beggars have also been caught in large numbers in countries like UAE, Kuwait, Azerbaijan and Bahrain. In 2024, Overseas Pakistanis Secretary Zeeshan Khanzada had claimed that 90% of the beggars caught in West Asia are Pakistanis.

Result: Impact on common Pakistanis

The ‘export of beggars’ from Pakistan is now not only troubling foreign governments, but has also become a problem for law abiding Pakistani citizens. Visa rejection, strict investigation and international infamy – common people are having to bear the brunt of this.
