Ranchi: Leader of Opposition and BJP State President Babulal Marandi has written a letter to Chief Minister Hemant Soren. He has written in the letter that in the light of the order of the Jharkhand High Court, the illegal construction on RIMS land is being demolished by the district administration. In this matter, I clearly say that following the order of the High Court, the illegal construction should be demolished and the said land should be handed over to RIMS. But the question is, how was the illegal occupation of the said land allowed by the district administration? The limit was reached when some part of the said land of RIMS was sold in the market by making fake documents and the builders built apartments on the said land and sold the flats to the common citizens.

It is also true that when a common citizen buys a flat or land, it is not his responsibility to check whether the land is government or private. The common citizen neither has enough understanding nor enough resources to do legal investigation at every level. This responsibility lies with the government system.

Honorable Chief Minister,

You will be aware that in the case of RIMS land, which is known as DIG Ground, the Honorable High Court, Jharkhand, Ranchi has recently ordered that the DIG Ground should be freed from encroachment and should be captured and handed over to the RIMS management.

In the light of the order of the Honorable High Court, Jharkhand, the illegal construction on RIMS land is being demolished by the district administration, and in this matter I clearly say that following the order of the Honorable Court, the illegal construction should be demolished and the said land should be handed over to RIMS, but the question is, how was the illegal occupation of the said land allowed by the district administration? The limit reached when some part of the said land of RIMS was sold in the market by making fake documents and the builders built apartments on the said land and sold the flats to the common citizens.

Knowing all this, I feel that there must be some other corrupt IAS like Chhavi Ranjan who prepared fake documents of government land and sold it.

It is true that when a common citizen buys a flat or land, it is not his responsibility to check whether the land is government or private. The common citizen neither has enough understanding nor enough resources to do legal investigation at every level. This responsibility lies with the government system.

I would like to bring to your notice:-

1. Is your corrupt system not responsible for such incidents?

2. How was the said land of RIMS registered in the name of someone else when it is checked at every level while buying or selling and not only this, it is checked even while mutation is being done. This means that the then registrar took bribe and registered the land.

3. How did the said land get rejected after registration? In filing and rejecting, it is the full responsibility of the concerned Circle Officer that mutation should be done only after investigation. After all, why did the CO do such a thing?

4. That Ranchi Municipal Corporation passed the map for apartment construction after illegal registration and mutation, whereas while passing the map, complete details and documents of the concerned land are checked. This clearly shows that someone at the top of the system used his influence to get all this misdeed done.

5. That after passing the map by Ranchi Municipal Corporation, it is the responsibility of RERA to approve the project only after investigation, but RERA also approved the project ignoring the rules.

For the last two-three days, news related to this has been published in major newspapers and this has been raised against the government machinery, but no response is being given by the responsible departments or officials. Photocopies of the published news are attached for your ready reference.

This whole matter makes it clear that this is not only the result of illegal construction by selling government land fraudulently but also of corruption deeply rooted in the government system.

Therefore, I demand from you that:-

1. An FIR should be immediately registered against the concerned Registrar, Circle Officer (CO) and responsible officers of Ranchi Municipal Corporation involved in this entire episode and strict legal action should be taken by immediately suspending them.

2. The government should immediately provide alternative housing to the innocent people who have purchased flats in the above illegally constructed apartments.

3. If the government is not able to provide alternative housing, then the government should bear the purchase price of the flat buyers because this loss has happened due to the corrupt system of the government and not due to the fault of the general public.
