Haryana: 13 culprits including Tehsildar punished in Haryana, know what is the whole matter

Haryana News: The court has given a big and strict verdict in the government land scam of the much talked about Arjahedi village of Nilokheri in Karnal district of Haryana. The court of Chief Judicial Magistrate Khushboo Goyal has sentenced 13 culprits, including the Tehsildar, to 5 to 7 years of simple imprisonment and a fine of Rs 40 thousand each under different sections. This case was related to preparation of fake documents to grab government land, manipulation of revenue records, fraud and criminal conspiracy.

Court’s strict stance

Citing several important decisions of the Supreme Court in its order, the court said that land scams not only hinder development but also break the trust of the general public and investors. Such crimes give rise to social instability, hence only strict punishment can effectively stop them.

The court sentenced all the convicts to simple imprisonment ranging from 5 to 7 years for various crimes. All sentences will run concurrently. Apart from this, a fine of Rs 40 thousand has been imposed on each culprit. In case of non-payment of fine, he will have to face additional imprisonment. The court also clarified that the period spent in jail during investigation or trial will be adjusted in the sentence.

Total fine of Rs 5.20 lakh

According to the court order, a total fine of Rs 5 lakh 20 thousand will be collected from all the culprits. This is being seen as partial compensation for the loss suffered by the state. The court directed to prepare the punishment warrant immediately and provide a copy of the judgment to the culprits free of cost.

One accused absconding, file safe

Prakshit, an accused in the case, is still absconding and has been declared a declared offender (PO). The court ordered that the case file be kept safe till his arrest, so that the case can be reinstated when he appears in future.

Case continued for 12 years, no relief

In this trial that lasted for about 12 years, the culprits sought concession in punishment citing age, illness and family responsibilities. However, the court clearly said that considering the seriousness of the crime, showing mercy would give a wrong message. The court acknowledged that the conspiracy to grab government land is fatal for both the state and the society.

The 13 people convicted in the case include Jai Singh, Ishwari Devi, Harish Kumar, Kuljeet Singh Dahiya, Karambir alias Karamveer, Rajendra Pal, Ishwar Singh s/o Deepchand, Karam Singh, Jaspal, Dalel Singh, Desh Raj, Ishwar Singh Nambardar and Raj Kumar alias Raju.

According to court records, fake allotment letters and purchase and sale documents were prepared to illegally occupy the government land by declaring it as private. Deliberate changes were made in the revenue records. The investigation revealed collusion from the Panchayat level to the Revenue Department and document writers. The court termed it a well-planned criminal conspiracy.

Court’s comment

The court said that it is the responsibility of the judiciary to protect government land. Grabbing land through fake documents and conspiracy is not only a violation of law but also a direct attack on the social and economic structure. Strictness is necessary in such cases.

A total of 16 people were involved

Public Prosecutor Amritpal Singh said that a total of 16 people were accused in this case. Of these, two accused Ramprasad and Nanaki Devi have died, while one accused Prakshit is absconding. The remaining 13 have been convicted and sentenced by the court.
