Preparation to shift female prisoners of Mandoli Jail to Tihar to reduce crowding in jails, male prisoners will also be shifted

Delhi jail administration is preparing to close the women’s cell of Mandoli. Under the plan, all the women prisoners lodged in Mandoli jail will be shifted to the women’s cell of Tihar Jail. Instead, some male prisoners of Tihar Jail will be sent to Mandoli, so that the crowd at both the places can be balanced. According to administrative sources, in this proposal, Jail No. 16 of Mandoli and Jail No. 16 and 6 of Tihar, which are reserved for women, are currently filled less than their capacity. In such a situation, the possibility of any kind of logistical problem in transferring women prisoners is considered to be less.

According to Tihar Jail administration, the capacity of the men’s jail (jail number 4) is 900 prisoners, but currently around 4,000 prisoners are lodged here. That means this jail is filled more than four times its rated capacity. Officials say that due to new arrests and undertrials being primarily sent to this jail, the crowd here increases the most. The distribution, structure and facilities of prisoners were reportedly reviewed earlier this month. Based on the same assessment, this new plan for transfer of prisoners between Mandoli and Tihar jails has been prepared, so that overcrowding can be reduced and security and administrative management can be improved.

According to a senior prison department official, a recent administrative audit revealed that the women’s cell of Mandoli jail is under-utilised, much less than its capacity. While Mandoli has the capacity to house more than 500 women prisoners, currently less than 250 prisoners are lodged here. Similarly, Tihar women’s jail has a capacity of more than 600 prisoners, but at present only about 400 prisoners are present here. The official said that under the proposed plan, the female prisoners of Mandoli will be shifted to Tihar Jail No. 6, which will enable better utilization of the capacity of Tihar Women Jail and the available space in Mandoli can be used to reduce the crowd of male prisoners.

According to jail officials, Tihar women’s jail has enough space to accommodate additional prisoners and the move will be in accordance with the rules. The primary objective of the scheme is to streamline prison management and centralize the ongoing rehabilitation programs for women prisoners in a single complex, so as to make these initiatives more effective.

In the current scenario, Delhi jails are facing severe overcrowding. The total capacity of the three jail complexes including Tihar, Mandoli and Rohini is about 10,500 prisoners, while more than 20,000 prisoners are currently lodged in them. This means that Delhi’s jails are carrying almost double the load of their capacity, creating serious challenges for both the jail administration and the prisoners.

Another senior official said that this proposal has not been implemented yet, but formal orders can be issued for it soon. According to the official, this change will have many practical benefits. Firstly, it will help in reducing the problem of overcrowding in all three prison complexes. Additionally, deployment of jail staff after transfer of prisoners will become more streamlined and efficient. Concentrating resources in one place rather than spreading them across different campuses will improve the quality and accessibility of rehabilitation programs. This will enable more effective delivery of vocational and skill-training initiatives for prisoners, which play an important role in their rehabilitation and reintegration into society.
