Jharkhand High Court is strict on the dance party of prisoners in Ranchi’s Hotwar Jail, sought answers from the state government
Ranchi: The matter of dance party held in Hotwar Jail and news of mafia and criminal activities coming in the media through social media accounts has now reached Jharkhand High Court. Jharkhand High Court has taken a strict stance on the video of dance of prisoners accused of liquor and GST scam in Birsa Munda Central Jail, Hotwar. While hearing the PIL filed suo motu on this matter on Tuesday, the court has directed the state government to file a detailed reply in the entire matter. The High Court, while commenting verbally, termed the incident as “shameful” and said that such activities are not acceptable under any circumstances in a super-sensitive place like a jail. The next hearing of the case has been scheduled for January 6. During the hearing in the division bench headed by Chief Justice Tarlok Singh Chauhan, the court made it clear that the viral video exposes the serious negligence of the jail administration. The court has asked the state government to explain what steps have been taken so far in this entire incident and what concrete measures will be taken to prevent recurrence of such incidents in future.

It is noteworthy that earlier during the hearing held on November 18, the High Court had taken a tough stand in this matter and directed the Jail IG to appear in the court personally. In that hearing, the court had made sharp remarks about the dance party of prisoners lodged inside the jail on serious charges and had said that in the absence of a permanent jail superintendent, big questions arise on the system of jail administration. In the earlier hearing, the court had given clear orders to the jail administration to ensure that under no circumstances do mobile phones, chargers or any kind of intoxicant reach the prisoners. Also, Jharkhand State Legal Services Authority (Jhalsa) and police administration were instructed to conduct surprise inspections from time to time.

The court had also said that it was clear from the viral video that mobile phones were being used inside the jail, which shows a serious failure of the system. At that time, the state government had told the court that after taking action after the video surfaced, jailer Devnath Ram and Jamadar Vinod Yadav have been suspended. It was also revealed in the investigation that the dance incident took place in a special hall of the jail premises. The prisoners seen in the viral video, Vidhu Gupta and Siddharth Singhania, are accused of liquor and GST scams and were in jail at that time.
