Celebrating the passing of PESA from Niyamawali cabinet, people of tribal community came to the Chief Minister’s residence and expressed gratitude to Hemant Soren.

Ranchi: The entire state is celebrating the approval of PESA rules from the State Council of Ministers. In this series, representatives of civil society along with traditional heads/chiefs/chiefs from the scheduled tribal areas of the state expressed gratitude to Chief Minister Hemant Soren for the decisive decision taken towards implementing PESA rules in the Chief Minister’s residential complex. The Chief Minister also expressed his happiness by playing drums. He said in his address that today we are also celebrating PESA Day. On this special occasion, the goal set by the state government to take the PESA rules to the final stage is being realised. PESA law is ready to come into force. The Chief Minister also said that there are no discrepancies in the rules and regulations made by the government, but due to irregularities in their implementation, pleasant results are not achieved. The Chief Minister emphasized that the powers that Panchayats will get under the PESA rules will be successful only if they are honestly followed and implemented.

Fulfilling the dreams of our ancestors

The Chief Minister said that our government is continuously trying to fulfill the dream that our ancestors had for the state of Jharkhand. In this sequence, protecting water-forest-land, maintaining our civilization-culture and identity and strengthening the traditional local self-governance system has been the priority of our government from the beginning. In this connection, the decision taken to implement the PESA law is going to take shape. Now our traditional village heads and chiefs are going to get their rights. This will prove to be a milestone in the development of the Scheduled Tribal Area.
PESA is not just a law, it is a reflection of our feelings

The Chief Minister said that PESA is not just a law. Our emotions are attached to it. There was a demand for PESA law for a long time. There were obstacles in this, but its draft was prepared on the basis of ideas and suggestions received from public representatives, general public and civil society representatives, and steps have been taken towards implementing it along with giving it legal status. I am confident that Jharkhand’s PESA rules will become an example for the entire country. The Chief Minister thanked those who played an important role in preparing the draft of PESA rules.

The Chief Minister said that our goal of strengthening the traditional self-governance system in the scheduled areas is going to be accomplished. Now tribal communities will be able to get the rights to use their traditions, culture, land, water and natural resources. With the implementation of this rule, the Gram Sabhas in the scheduled areas will become powerful and will also get the right to take decisions.

Securing the future of the coming generation

The Chief Minister said that our government has taken many steps in this direction to ensure that the future of the coming generations is secure. For this, socio-economic-educational systems are being strengthened. I believe that the state will progress only when our coming generation is empowered.
All round development of the state is possible only when the village becomes strong.
The Chief Minister said that our state has a glorious history. We are continuously moving towards realizing the vision that our ancestors, brave martyrs, agitators and Dishom Guru Shibu Soren ji had envisioned for this state. I have a clear feeling that unless the villages are strengthened, the dream of empowering this state will not be realized. That is why our government is working with full force to strengthen the rural economy.
Jharkhand is moving towards big change

The Chief Minister said that Jharkhand has turned 25 years old. Now our state is moving towards big changes. Our government is giving jobs to the youth. At the same time, our government has recently started a free coaching institute for tribal children to prepare for medical and engineering. Here only those children who are financially weak will be able to prepare. I have full confidence that after studying from here, children will be successful in getting admission in good medical and engineering institutes of the country.

Ready to draw a thick and long line

The Chief Minister said that you have given me the blessings. I can never forget the trust you have shown in me. I assure that everyone in this state will get their dignity and rights. Our government is ready to draw such a long and thick line in the field of development that will make Jharkhand a leading and developed state of the country.
A plan is being prepared on how to move forward with limited resources.

The Chief Minister said that today 50 lakh women of the state are standing on their feet by joining the Chief Minister Maanya Samman Yojana. She is empowering herself as well as her family. In such a situation, the government is now preparing such an action plan, under which it will not only be told how to move forward with limited resources, but will also be implemented on the ground. He also said that some people criticize us. I want to tell you that I am not afraid of criticism. But, we definitely fear that our plans might fail. This is the reason why our government believes in implementing its plans with seriousness.

President of Gumla District Scheduled Area Mukhiya Sangh Shri Ram Prasad Badaik, Shri Diwakar Soren, Chief of Seraikela-Kharsawan District, Yogendra Bhagat, Chief of Ghaghra Block of Gumla District, Shri Kanhu Murmu, Head of Keradungri Panchayat of East Singhbhum District and many village heads/chiefs/chiefs expressed their views and said that the PESA rules will give a new status to the system of local self-governance in the scheduled areas of the state. This will give the Scheduled Gram Panchayats the power to take decisions as per their rights. With this initiative, the tribal community in the scheduled area will get full respect. Our demand for years was to implement the PESA law which is now being realised. Hearty congratulations and gratitude to the Chief Minister for this decisive initiative.
