Fee regulation committee will have to be formed by January 10
Delhi News: Under the leadership of Delhi CM Rekha Gupta, the state government has taken a historic step regarding the fee system of private schools, giving huge relief to lakhs of parents. The clear objective of the government is to bring transparency in fixing school fees, stop arbitrariness and completely protect the interests of parents. In this direction, Delhi government has issued strict instructions to all private schools.
Fee regulation committee will have to be formed by January 10, 2026
CM Rekha Gupta’s government has ordered that all private schools in the capital must mandatorily constitute School Level Fee Regulation Committee (SLFRC) by January 10, 2026. This instruction has been issued after the implementation of the Delhi School Education (Transparency and Control in Fee Determination) Act, 2025. This law will be effective from the current academic session only.
Two-tier system will be created for determining fees
Education Minister Ashish Sood said that as per the intention of CM Rekha Gupta, this law is based on a completely balanced and equitable system. Two levels have been created to settle fee related matters, first is School Level Fee Regulation Committee (SLFRC) and second is District Level Fee Appellate Committee (DLFRC). If consensus is not reached at the school level, the matter will be directly referred to the district committee.
There will be strong participation of parents in the fees committee.
Effective participation of parents along with school management has been ensured in the School Level Fee Regulation Committee (SLFRC) formed in every private school. This committee will include a representative of the school management, the school principal, three teachers, five parents and a nominated representative of the Directorate of Education (DoE). All the members of the committee will be selected through a lottery system, so that the entire process remains fair, transparent and free from any kind of bias.
Decision on fee proposal mandatory in 30 days
Chief Minister Rekha Gupta’s government has given priority to time-bound decisions. The school management will have to submit its fee related proposal to the SLFRC and it will be mandatory for the committee to take a decision on it within 30 days. Schools will have to present the fee structure for the 2025-26 session by January 25, whereas earlier this deadline was by April 1.

In case of delay, the district committee will take the final decision
If the SLFRC is unable to take a decision within the stipulated time, the matter will automatically go to the District Level Fees Appellate Committee (DLFRC). This committee will take the final decision on all disputes and appeals related to fees, so that parents do not have to wait long.

These parents will not get a place in the committee
The Education Department has clarified that parents of EWS, DG and CWSN category students do not pay fees, hence they cannot become parent representatives in SLFRC. Also, only one parent from a family will be allowed to join the committee.
Strict action will be taken against violation of rules
CM Rekha Gupta’s government has given a clear message that ignoring the rules will not be tolerated. If any school does not constitute the SLFRC on time, delays in submitting the fee proposal or does not take the decision on time, strict action will be taken against it under the Act.

Government’s clear message – every child is equal
Education Minister Ashish Sood said that this law has not been brought against any school or teacher, but for a balanced and rule-based system. The government, under the leadership of Chief Minister Rekha Gupta, believes that there is no discrimination among the approximately 38 lakh school children of Delhi and every child should get equal rights and justice.
