Government issues management guidelines for two major shipbuilding schemes worth Rs 44,700 crore

New Delhi 28 December 2025: Operational guidelines issued for shipbuilding project: The government has issued operational guidelines for two major shipbuilding projects worth Rs 44,700 crore. The objective of these projects is to increase India’s local shipbuilding capacity and improve the country’s global competitiveness. These projects are Shipbuilding Financial Assistance Scheme and Shipbuilding Development Scheme.

Ports, Shipping and Waterways Minister Sarbananda Sonowale said the guidelines will create a stable and transparent framework and improve local shipbuilding capacity. He had added that this would enable large scale investment and create world class capabilities. Sonowal said that the leadership of Prime Minister Narendra Modi has undertaken a decisive policy restructuring for the Indian shipbuilding sector.

He said that both the schemes will be valid till March 31, 2036. Under the Ship Building Financial Assistance Scheme, with a total fund of Rs 24 thousand 736 crore, the government will provide financial assistance of 15 percent to 25 percent per ship depending on the ship category. With a budget outlay of Rs 19,989 crore, the Shipbuilding Development Scheme focuses on long-term capacity and skill building.

The scheme provides for development of greenfield shipbuilding clusters, modernization of existing brownfield shipyards and establishment of Indian Ship Technology Center under Indian Maritime University to support research, design, innovation and skill development.
