Trump said security guarantees for Ukraine are “about 95 percent” complete. Later he also added that he does not like to talk in percentages. This paradox shows that the framework of the agreement is in place, but the ultimate political risk is still preventing anyone from openly saying yes.
20-point peace plan
According to Zelensky, the 20-point peace plan has been finalized by 90 percent. This includes issues like ceasefire, security arrangements and future cooperation. But history is witness to the fact that peace plans remain on paper until the questions related to the ground are resolved.
Donbass: the most difficult front
Donbass region of eastern Ukraine is the most sensitive point of talks. Trump acknowledged that issues like free trade zones and land control are still unresolved here. He described it as “close”, but this “close” has so far stopped many peace efforts.

Zelensky’s tone was clear when asked questions on Donbass. He said that Ukraine respects the areas which are under its control, and its approach is completely different from Russia. Before the meeting, Trump also talked to Vladimir Putin. According to Trump, Putin wants peace, but is not in favor of a ceasefire without a permanent agreement. This clearly means that without Moscow’s consent no deal will be sustainable.

Trump indicated that he is willing to go to Ukraine, but wants a concrete agreement first. At Zelensky’s request, a proposal to address the Ukrainian Parliament was also made. The message is clear that now is the time for concrete decisions, not rhetoric.
