Haryana: After Delhi, now in Haryana too, political and social controversy has intensified over giving teachers the responsibility of counting and monitoring stray dogs. Teachers in Kaithal district have sat on strike in protest against this decision. The teachers clearly say that they have been appointed to teach children and not to take care of dogs and other animals. He believes that such orders raise serious questions on the priorities of the education system.

Teachers angry, took to the streets

The anger of teachers has come out openly in Kaithal. The protesting teachers say that many non-academic tasks have already been imposed on them apart from studies and now the government has crossed the limits by giving them responsibilities like guarding dogs. They allege that this will not only affect the level of education but will also reduce the dignity of the post of teacher.

Aam Aadmi Party’s attack on BJP government

On this issue, Aam Aadmi Party’s national media in-charge Anurag Dhanda has made a scathing attack on the BJP government of Haryana. He said that such decisions show that the government is neither concerned about the education system nor about the respect of teachers. According to him, education in the state is already in crisis, but instead of improving it, teachers are being employed in unnecessary and unrelated work.

Statistics show the reality of the education system

Citing government figures, Anurag Dhanda said that there are about 14 thousand government schools in Haryana, but more than 30 thousand teacher posts are lying vacant. The situation is such that 85 to 90 percent of the schools are running without a permanent headmaster. In many places, one teacher is responsible for 400 to 500 children. Despite this, on 24 December 2025, Kaithal District Education Officer issued an order and appointed nodal officers in every school to monitor stray dogs.

Order extended to universities

This matter is not limited to schools only. In Maharshi Dayanand University, Rohtak, an order was issued on 24 December 2025 and professors were given the responsibility of monitoring stray dogs in the campus. This makes it clear that the government has made educational institutions a place for monitoring and administrative work instead of centers of education.

Questions on security arrangements also

Anurag Dhanda also raised the question that when 70 to 75 percent of government schools do not even have permanent watchmen, and in many places one watchman is given the responsibility of two-three schools, then why is this additional burden being put on the teachers. He says that if the government is really concerned about the problem of stray dogs and animals, then separate animal control or security personnel should be recruited for this.

‘Should the teacher teach or watch the dogs?’

Aam Aadmi Party has directly asked Chief Minister Nayab Singh Saini that the government should decide whether teachers in Haryana will work as teachers or watch dogs. The party alleges that the BJP government has hurt the honor of teachers by making them BLOs, watchmen and now animal keepers. The party warned that this is not just an issue of teachers, but a matter related to the future of millions of children.

Demand for separate recruitment

Aam Aadmi Party has demanded that a separate government recruitment should be done for monitoring dogs and animals and teachers should be freed from such work. The party says that the people of Haryana will no longer accept the thinking of considering education as a burden and teachers as forced labour.
