‘Crime’ in Delhi Rekha Gupta government passes new bill, know details
Delhi Jan Vishwas Amendment Bill: A major decision was taken in the politics and administration of Delhi on Tuesday, in which the Delhi Public Trust Provisions Amendment Bill-2026 was approved in the Delhi Cabinet meeting chaired by Chief Minister Rekha Gupta. The main objective of this bill is to decriminalize minor offenses and convert them into civil penalties. Its objective is that common people and businessmen can do their work without any legal hassles.
A statement issued by the Chief Minister’s Office said that this bill will not only make business easier, but will also simplify the everyday life of the common people. Under this bill, now criminal cases will not be registered for violation of minor rules, which will reduce the burden on the courts and make the administrative system more effective. Chief Minister Rekha Gupta said that this bill will be presented in the winter session of Delhi Assembly, which will start from January 5.
Many important laws included in the bill
Many important laws of Delhi have been included in this bill, such as Delhi Industrial Development Act, Delhi Shops and Establishment Act, ‘Incredible India’ Bed and Breakfast Act, Delhi Jal Board Act, Delhi Professional Colleges Act, Diploma Level Technical Education Act and Delhi Agricultural Produce Marketing Act. Under these laws, minor violations will now attract fines instead of jail or criminal action.
There is also a provision in the bill that the amount of the fine will increase by 10 percent every three years, so that the penalty remains effective with inflation. Delhi government believes that this step will make it easier to follow the laws, but people will be able to do their work without any fear or harassment.

Inspired by Prime Minister’s Jan Vishwas Yojana
Delhi Chief Minister Rekha Gupta has introduced an important bill on the lines of the Public Trust (Amendment) Act of the Central Government. Its objective is to promote ease of doing business and ease of living in Delhi. The Chief Minister said that this initiative is inspired by Prime Minister Narendra Modi’s Jan Vishwas Yojana. The Center had decriminalized minor crimes in 2023/2025 and advised states to review their laws. The Delhi government’s review found that in many cases civil penalties are more practical and effective, thereby promoting confidence and simpler administration.
