Bihar Land Reforms: In Bihar, the Revenue and Land Reforms Department has given strict instructions to its officials that similar decisions should be taken in cases with similar circumstances. The department has made it clear that any kind of arbitrariness will not be tolerated in revenue administration and it will be mandatory to follow the principle of equality of the Constitution.

Additional Chief Secretary of the department CK Anil issued a letter in this regard on Thursday. It has been said in the letter that all revenue officers should follow Article 14 of the Constitution, which talks about equality before law. He said that giving different orders in similar cases is not only a violation of the Constitution, but it also weakens the trust of the common people.

Uniformity in decisions of officials

It is also mentioned in the letter that under the ‘Seven Nishchay-3’ of the state government, it is necessary to make the revenue system transparent and fair to achieve the goal of ‘respect for all – making life easy’. For this, it is necessary that there should be uniformity in the decisions of the officers and there should not be any influence of personal thinking or pressure.

This deficiency came to light

During the land reform public welfare dialogue, it came to light that in many cases, due to lack of legal knowledge and training, different orders are passed in similar cases. Considering this as serious, the department has said that this situation is against the rule of law and it should be rectified immediately.

Uniform action required

It has been said in the guidelines issued that there should be uniform, fair and transparent action in land disputes, registration-rejection, removal of encroachment, establishment of jamabandi, matters related to patta and matters related to public land. The responsibility of strictly following these instructions has been given to the collectors.

Common people should get relief

The department has clearly stated that giving orders based on identity, behaving differently under pressure, taking different decisions in similar cases and selective strictness are completely prohibited. Such acts are not only against the law but also harm the image of the revenue administration. The department believes that these instructions will provide great relief to the common people and will strengthen their trust in the system.
