Fake patients, doctors on paper, no verification, big revelations on Al Falah

The Enforcement Directorate (ED) on Friday filed a charge sheet in a Delhi court in the Al Falah University case of Faridabad. Many flaws have been found in the investigation so far. It has alleged financial misappropriation, fake appointment and regulatory violations. The investigation has also revealed that the university was used as a base.

 

ED investigation revealed that Dr. Muzammil Ganai, Dr. Shaheen Saeed and Dr. Umar Nabi, who were involved in the Red Fort bomb blast, were hired without any verification. Of these, Dr. Umar Nabi died in a bomb blast near the Red Fort on 10 November. In his statement recorded under Section 50 of PMLA, the Registrar of the University said that doctors were appointed in the medical college established in 2019 without any police verification.

On the other hand, NIA investigation has revealed that mastermind Dr. Umar-un Nabi tried to recruit Yasir Ahmed Dar, a resident of Shopian, as the second suicide bomber. However, Dar backed out at the last moment. According to news agency PTI, the charge sheet stated that ‘paper doctors’ were used to obtain mandatory approval from the National Medical Commission (NMC).

 

The emergency department says that this doctor neither went to college daily nor taught in the university hospital. These doctors were kept only to get the approval of NMC. ED said in the charge sheet that the university hospital was not active. Fake patients were admitted before regulatory oversight. This was done so that the hospital could continue running. Apart from this, doctors were recruited temporarily, so that the rules could be fulfilled.

The Vice Chancellor and Principal of the university told the ED that the three doctors involved in the Red Fort bomb blast were recruited during their tenure. These recruitments were recommended by the HR head of the university. It was approved by University President Jawad Ahmed Siddiqui. After this formal appointment letters were issued. ED estimates that around Rs 493.24 crore of crime proceeds were collected. In this, the agency has considered the role of Jawad Ahmed Siddiqui as important.

What was revealed in the NIA investigation?

NIA investigation revealed that terrorist Nabi was busy creating a secondary cell, so that his operation could continue to function even if the primary cell failed. The investigating agency has also recovered a voice note from the phone of one of the accused. In this he is taking ‘Bayat’ i.e. oath of allegiance for Jihad.

 

According to officials, the Vehicle-Borne Improvised Explosive Device (VBIED) blast was planned around the anniversary of the Babri Masjid demolition on December 6. According to the conspiracy, a blast was to be carried out in a crowded place.

 

According to the interrogation of the accused, Nabi had gone to Türkiye with Dr. Muzammil Ahmed Ganai in 2021. Where both of them held a meeting with the underground workers of Jaish-e-Mohammed. After returning from there, Nabi and Ganai purchased 360 kg of ammonium nitrate, potassium nitrate and sulfur from the market.
