The congress will run from Jan. 19 to 25 at the National Convention Center with the theme: “Under the glorious flag of the Party, joining hands and uniting wills to successfully realize the country’s development goals to 2030; ensuring strategic autonomy, fostering self-reliance and confidence, advancing firmly in the era of national rise for peace, independence, democracy, prosperity, civilization and happiness, and steadfastly progressing towards socialism.”
The congress brings together 1,586 delegates representing Party committees directly under the Central Committee, central agencies, the armed forces, and overseas Party organizations, in line with the delegate allocation plan. It will discuss and adopt four key documents: the Political Report; a report reviewing theoretical and practical issues from 40 years of reform (Doi Moi); a report summarizing 15 years of implementation of the Party Charter; and a report assessing the leadership and direction of the 13th Central Committee.
A central task of the congress is the election of the 14th Party Central Committee, expected to comprise 180 full members and 20 alternate members.

At the 15th plenum of the 13th Central Committee in late December 2025, the Central Committee approved, with a high level of consensus, the list of nominees for the 14th Central Committee, as well as candidates for the Politburo, the Secretariat, and key Party and State leadership positions for the 2026-2031 term. These nominations were submitted to the congress for consideration and decision in line with Party regulations.
“On behalf of the comrades entrusted with nominating members of the Central Committee and key leadership positions for the next term for the 14th National Congress to consider and decide, we sincerely thank the Central Committee, the Politburo, and the Secretariat for their trust in assigning us this responsibility,” General Secretary To Lam said in his closing remarks at the plenum.
“We will continue to work in unity, with a high sense of responsibility and effectiveness, to live up to the trust of the Party and the people,” he said.
The draft documents submitted to the 14th National Party Congress has drawn some 14 million comments from five million cadres, Party members, and citizens.
The 15th plenum of the 13th Central Committee reviewed and unanimously approved the drafts, including the Political Report and the Action Program. The Central Committee has identified three strategic breakthroughs: improving institutions while advancing decentralization and delegation of authority; accelerating science, technology, innovation, and digital transformation; and enhancing human resource quality alongside major breakthroughs in infrastructure, particularly transport, technology, and energy.
