Rules Violation: Delhi government issues notice to 85 companies for breaking plastic rules, report submitted to NGT

New Delhi. Strict steps have been taken to ban single-use plastic in the country’s capital Delhi. There is a complete ban on 19 types of single-use plastics in Delhi and it is illegal to sell non-certified biodegradable plastics. In such a situation, show cause notices have been issued to 85 companies for violating the rules. This disclosure has been made by the Delhi Government in its report submitted to the National Green Tribunal (NGT). It has been told that the Delhi Government is serious about the questions being raised regarding the proper disposal of plastic waste.

The report states that under the Extended Producer Responsibility (EPR) rules implemented by the central government in 2022, plastic manufacturing companies, importers and brand owners have to take responsibility for their plastic waste. Similarly, registration has also been made mandatory for those processing plastic waste. Delhi government claims that these rules have made better control of plastic waste possible.

This affidavit has been given in response to a media report, in which it was claimed that a large amount of plastic waste was going missing in the capital. The government says that the rules regarding plastic waste are being strictly followed and responsibility has been fixed, so that the environment is not harmed. Nigam Agarwal, Director, Environment Department, Delhi Government, has said in the report that the government is fully committed to stopping plastic pollution. In such a situation, so far 2386 PIBOs and 494 PWPs have applied for registration in Delhi. Of these, 2264 PIBOs and 422 PWPs have been approved.

Notice issued in newspapers to increase awareness

The report states that Delhi Pollution Control Committee (DPCC) issued notices in newspapers to increase awareness among companies. In this, surveys were conducted in industrial areas, meetings were held with industry associations and inspections were also conducted. Not only this, the government has also clarified in the report that all registered companies will have to file their annual returns by 30 November 2025.

Failure to do so will automatically generate returns, next year’s target will be increased by 25 percent and a penalty may also be imposed as environmental compensation. According to the data of the report, a total target has been set to process more than 2.5 lakh tonnes of plastic waste in Delhi. For this, recycling, waste to energy plants and other methods are being used.

Total EPR target is around 14,356 tonnes of rigid plastic.

The report also said that the EPR portal was launched in April 2022. Since then thousands of PIBO and PWP applications came to Delhi. Most were approved, but some were rejected. The total EPR target in Delhi is about 14,356 tonnes of rigid plastic, 2,09,860 tonnes of flexible plastic, 26,375 tonnes of multilayer plastic and 751 tonnes of compostable plastic.

According to the report, similarly, registration is also necessary for plastic waste processing units (PWP). 494 applications were received in Delhi, out of which 430 got registration. Most of these are 422 recycling units. Also, waste to energy plants 5, co-processing in cement factories 1, waste to oil 1 and industrial composting (1).
