Two youths raped a minority girl in Pakistan, police are not arresting the accused, the family is receiving threats.

New Delhi. Human Rights Focus Pakistan has condemned the horrific incident of kidnapping and sexual assault of a 12-year-old minority girl. Even after the case has been registered, the accused are still absconding and the victim’s family is being continuously threatened. According to a fact-finding mission conducted by HRFP, the incident took place on December 8, 2025. The victim’s father told that the daughter had gone out in the evening to bring some household items. During this time the girl was kidnapped and raped.

Human Rights Focus Pakistan’s fact-finding team met the family and gathered facts and reports, ensuring all possible assistance in this horrific incident. Two witnesses, Adil Masih and Parvez Masih, told that two youths from the neighborhood were forcefully taking the girl to a house. Both have been identified as Talha Shabbir and Muhammad Arsalan. The witnesses immediately informed the girl’s father. When the father reached that house along with the local people, the accused Talha Shabbir was caught red-handed while misbehaving with a minor. On being caught, Muhammad Arsalan pointed a gun at everyone, threatening to kill everyone and both the accused fled away. The case was initially processed by Sub-Inspector Asad Hayat under Section 375-A of the Pakistan Penal Code and sent to Millat Town Police Station. Although the case is currently under the jurisdiction of the Special Sexual Offenses Investigation Unit (SSIOU), no investigation is being conducted in the case and both the accused are still absconding almost two months after the incident. Even after the testimony of witnesses, the police have not yet arrested the accused. The victim’s Christian family said that they are being pressurized to withdraw the case and are being threatened with death. HRFP President Naveed Walter emphasized that the case is a confluence of several serious crimes, including child abuse, kidnapping and threats of forced conversion through forced marriage.
