Chief Justice Suryakant asked the Tamil Nadu government, “If you start with free food, free electricity, free bicycles… what kind of culture are you creating?”

In fact, today the Supreme Court was hearing a petition challenging Rule 23 of the Electricity Reforms Rules 2024 by the Tamil Nadu Power Distribution Corporation. The Supreme Court made this comment on a petition filed by the Tamil Nadu Power Distribution Corporation Limited, which proposed to provide free electricity to all irrespective of the financial status of the customers.

The Supreme Court slammed the freebie culture ahead of the elections and said it is time to rethink such policies, as they hinder the country’s economic development. Regarding the distribution of “freebies” by the Tamil Nadu government before the elections, the Supreme Court asked the question, “What kind of culture are you trying to cultivate?”
Chief Justice Suryakant, Justice Jaimalya Bagchi and Justice Vipul M. Pancholi’s bench said, “Most of the states in the country are struggling with revenue shortfall, yet they are neglecting development and distributing such freebies.”
The bench said that distribution of such free goods hampers the economic development of the country and states should create employment opportunities instead of providing free food, bicycles and electricity to all. However, the Supreme Court has issued notice to the Center and others on a petition filed by a DMK-led power distribution company proposing to provide free electricity.

What did the bench say?
The bench asked, “What kind of culture are we developing in India? Under a welfare scheme, it is understandable that you want to give free electricity to those who cannot afford it. But you start distributing it to all without distinguishing between who can pay and who cannot. Isn’t this a policy of appeasement?”
The bench asked why the Tamil Nadu company suddenly distributed free goods after the announcement of electricity tariffs. The chief justice said, “States should open employment opportunities. If you start giving free food from morning till evening, then free bicycles, then free electricity, who will work? And what will happen to the work culture?” The bench said that instead of spending on development projects, states do two things: pay salaries and distribute such free goods.
