Now a special one for notorious criminals in the state ‘High-Security Jail’ (High-Security Jail) will be erected. Bihar Deputy Chief Minister and Home Minister Samrat Chaudhary has informed the assembly that the nature of this prison will be very harsh like the ‘black water’ punishment of the British period.

The state government has prepared a separate plan for this special prison. The peculiarity of this jail is that it will be built in a hilly area with only one road to reach. This will make it impossible for the inmates to escape or for outsiders to reach there. There will be no mobile network and internet facility in this area. This will prevent criminals from running gangs or forming criminal conspiracies from prison. The prisoners kept in this jail will have no contact with the outside world. While Bhagalpur Jail currently has tight security, the new jail will be modern and more stringent.

What exactly is ‘black water’?

Home Minister Samrat Choudhary has compared the jail to ‘black water’ punishment and the term has started to be discussed again. During the British era, the freedom fighters were kept away from the mainland in ‘cellular jails’ in Andaman-Nicobar. It was impossible to escape from this prison surrounded by the sea. There, the prisoners have to do inhuman labor like operating a crusher, making ropes from coconut husks. Violation of the rules was followed by whipping and shackles. Along these lines, the new jail in Bihar will punish criminals with solitary confinement and hard labour.

All prisons will be ‘online monitoring’

Not only the new jail, but the government has taken an important step to bring transparency to all the existing jails in Bihar.

1. CCTV Surveillance: CCTV cameras in all jails in the state will be directly linked to the headquarters, enabling their online monitoring.

2. Digital Record: A complete digital record will be kept of who visited the prisoners, how long the discussion took place.

3. Education of Prisoners: Emphasis is also being laid on the education of prisoners to leave crime and enter the mainstream, and the government has claimed that a large number of prisoners are currently undergoing education in jails.

This decision of the Bihar government has shaken the notorious gangs in the state and is being considered as an important step towards a crime-free Bihar.
