Romario Shepherd grew up in Baracara, a small riverine village in Guyana. He described his upbringing as humble. Most children in the village travelled to school by boat and did not wear shoes. There were mud roads and limited facilities. He said those early experiences shaped his discipline and mindset.

He attended the same primary school as Shamar Joseph, and they grew up in the same area. Shepherd later moved to New Amsterdam for secondary school, where wearing shoes was required. In one of his first school matches, he scored a century, which led to him being introduced to Tucber Park Cricket Club. There, coach Carl Moore supported him closely, ensured he attended training regularly, and guided him both on and off the field.

He has a son who also plays for Tucber Park Cricket Club. Shepherd said the club is special to him because several players from there have represented Guyana and the West Indies cricket team.
