5 OTT Platforms Blocked: Modi government has once again taken major action against pornographic content. Modi government has blocked 5 OTT platforms. The Ministry of Information and Broadcasting (MIB) of the Central Government has blocked 5 online streaming platforms (OTT) on Tuesday. The platforms where the action was taken include MoodXVIP, Koyal Playpro, Digi Movieplex, Feel and Jugnu.

The government says that obscene and objectionable content was being shown on these platforms. This content was found to violate the IT Act 2000, IT Rules 2021, Section 292 of the IPC and laws related to depicting women in a negative light.

This is not the first time that the government has blocked OTT platforms. In July last year, 25 OTT platforms including Ullu-ALTT were banned. ALTT app was launched in April 2017 by film and TV producer Ekta Kapoor. The ULLu app was created in 2018 by Vibhu Aggarwal, a graduate from IIT Kanpur. Earlier in March 2024, the government had banned 18 OTT platforms due to obscene content. Besides, 19 websites, 10 apps and 57 social media handles were also blocked.

OTT apps banned under four laws

  • IT Act, 2000 (Section 67) – Publishing or spreading obscene content on the Internet is a legal offense.
  • IT Act, 2000 (Section 67A) – Posting videos or content related to sexual activity on the internet is illegal.
  • BNS 2023 (Section 294) – Doing obscene acts or using dirty words in public places is a punishable offence.
  • Indecent Representation of Women (Prohibition) Act 1986 (Section 4) – It is a legal offense to depict women in an obscene or derogatory manner by any means.

Government’s current guidelines

The Government of India had made ‘The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules’ in 2021. This was updated on April 6, 2023. The 30-page guideline outlines rules for social media, films and web series. On page number 28, there are general guidelines for films, web series and entertainment programs. In this, it is important to decide the category based on the target audience. It is also important to give a warning about what content you are showing. According to the guidelines, Grievance Officers will have to be appointed on OTT and social media platforms. Content should be as per law. It should not contain sex, should not be anti-national and should not harm children and women.
