CM Nayab Singh Saini presented a budget of Rs 2.23 lakh crore, made these big announcements for women, farmers and students

Haryana Budget 2026: Haryana CM Nayab Singh Saini presented the state budget on Monday (March 2, 2026). This was his second budget as Finance Minister. CM Saini proposed a total budget of Rs 2,23,658.17 crore for the financial year 2026-27. In this time’s budget, CM Saini made big announcements for women, farmers and students. Along with this, many schemes were announced for the all-round development of the state.

CM Saini made these big announcements in the budget

1. CM Saini said in his budget speech that Haryana will get 1.361 percent share in central taxes annually from 2026 to 2031. There will be a total increase of 24.52 percent.
2. CM said that Haryana has seen the highest increase in central taxes in the country.
3. He said that in the total budget of 2025-26, 14.2 percent of Haryana’s revenue will come from central taxes.
4. The net loan repayment in the year 2025-26 is proposed to be Rs 40,148 crore.
5. Haryana’s revenue deficit in comparison to GDP is estimated to be 2.66 percent in the year 2025-26.
6. CM Yogi said that Haryana’s revenue deficit in comparison to GDP is proposed to be 2.6 percent in the financial year 2026-27.
7. Capital expenditure is proposed to be Rs 28,205 crore in the year 2026-27. Whereas it will be 12.6 percent of the total budget.
8. CM Saini said in the budget speech that 98 percent of the total budget for the year 2025-26 has been spent. The previous budget was Rs 2 lakh 2 thousand 5017 crore. A total expenditure of Rs 2 lakh 2000 crore is estimated till 31 March 2026.
9. The target is to limit the revenue deficit to 5.9 percent during the year 2025-26.
10. CM Saini said in his budget speech that the number of loss-making enterprises has reduced to 18 during the year 2024-25. The losses of the enterprises have reduced to Rs 1012 crore.

Big announcements in Haryana’s budget

In the budget of Haryana, CM Saini announced the creation of a new department named Haryana Agri Discount to provide electricity connections to the farmers soon. Which will benefit 7,12,000 agricultural consumers of the state. CM Saini announced to administer HPV vaccine to 3 lakh girls aged 14 to 15 years in the financial year 2026-27. Along with this, it was announced the establishment of Healthy Women Empowered Family Clinics in government hospitals.

CM Saini said that, in the budget of financial year 2026-27, solar energy based projects will be started in all government buildings, self-educational institutions, registered cow sheds. Also, a new policy will be brought for Make in Haryana. In the budget for the year 2026-27, it was proposed to increase the minimum wage of unskilled workers to Rs 15,200. Which is currently Rs 11,257.

This announcement was made for farmers

Along with this, it was announced to create one model examination center in all the assemblies of the state. At the same time, a ban on sewerage water falling into Yamuna river was also announced. Whereas Haryana Green Climate Residential Fund will be established at a cost of Rs 100 crore. This will help in creating a net zero carbon emissions, green and climate efficient state by the year 2070. CM Saini announced that from the year 2026-27, farmers will be given a bonus of Rs 2000 per acre for growing pulses, oilseeds and cotton.

Farmers will be given an incentive amount of Rs 4000 per acre for cultivating indigenous cotton. Which is currently Rs 3000 crore per acre. CM Nayab Singh Saini announced that about 800 acres of land of the Agriculture Department will be given on lease to those farmers. Who will do natural or organic farming for the next 10 years. Haryana State Seed Certification Agency will be established for farmers. Whereas in Panchkula, Yamunanagar, Karnal, Sonipat, Rohtak, Gurugram, Faridabad, Hisar, Charkhi Dadri and Narnaul, space will be provided in the mandis for selling natural and organic farming products.

Compensation of Rs 5 lakh will be given on death of student in accident

Along with this, CM Saini made many big announcements in the budget 2026-27 to promote education and technical sector. In which, in case of death of a student in an accident, financial assistance of Rs 5 lakh was announced to the family, while in case of dismemberment or disability, financial assistance of Rs 3 lakh was announced. For which Children Memorial Initiative Scheme will be started.

Big announcement for Lado Laxmi Yojana

CM Nayab Singh Saini increased the eligibility income limit under Lado Lakshmi Yojana in the state from Rs 1 lakh to Rs 1 lakh 80 thousand on 25 September 2026. A proposal of Rs 6500 crore has been made for this. In this, it was announced to give Rs 2100-2100 to women.
