NOC For Inter-State Vehicle Transfer Can Be Ended By Govt

The central government is considering a proposal to scrap the requirement for a No Objection Certificate (NOC) when transferring vehicles between states. The recommendation comes from a high-level committee on non-financial regulatory reforms set up by NITI Aayog.

If implemented, the reform could significantly simplify the process for people who relocate to another state and wish to take their car or bike along instead of selling it locally.

Current Process Requires NOC from Original State

At present, vehicle owners must obtain an NOC from the Regional Transport Office (RTO) where the vehicle is originally registered before applying for re-registration in another state.

The NOC confirms that the vehicle has no pending road taxes, challans, or other dues. Owners must also submit documents such as the registration certificate, tax receipts, and fitness certificate during the transfer process.

This process often involves multiple visits to RTO offices and can take several weeks to complete.

Digital Clearance Through VAHAN Database

The committee has proposed replacing the NOC requirement with an auto-generated digital clearance system. The idea is to use the centralised VAHAN databasewhich already stores vehicle registration details, tax records, and traffic violation history.

Since transport authorities across states can access this database, they can verify all necessary details electronically without requiring a separate NOC document.

If approved, the system could allow RTOs in the new state to directly check the vehicle’s compliance status and approve the transfer digitally.

Major Relief for Vehicle Owners

The proposed change could bring significant relief to people who frequently move between states for jobs, education, or business.

Currently, many vehicle owners avoid transferring their vehicles due to the complex paperwork and delays involved in obtaining the NOC.

A digital system could reduce bureaucracy, eliminate paperwork, and speed up the re-registration process.

Other Regulatory Changes Being Considered

Along with simplifying vehicle transfers, the committee has also recommended replacing age-based vehicle restrictions with fitness-based rules.

Under this system, vehicles would be allowed to operate as long as they pass safety and fitness inspections, rather than being restricted solely based on their age.

What Happens Next

The proposal is currently being examined by the Ministry of Road Transport and Highwaysand a final decision has not yet been announced.

If approved, the reform could modernise India’s vehicle registration system and make inter-state vehicle transfers faster, simpler, and fully digital.
