China plans to take over AI leadership and Taiwan by 2030: Tulsi Gabbard warns

Washington. Director of National Intelligence Tulsi Gabbard told Congress that China is moving rapidly to become a world leader in artificial intelligence by 2030 and is preparing to use force on Taiwan by modernizing its military.

Presenting the 2026 annual threat report before the House Intelligence Committee, Gabbard said Beijing prioritizes peaceful integration but is also developing the capability of forcible occupation. He emphasized that China is aiming to leave America behind in AI.

According to intelligence assessments, China is the strongest opponent of AI, which is changing the global threat landscape. Gabbard warned that the large-scale use of AI poses serious risks to weapons design, war targeting and decision-making.

In recent conflicts, AI has influenced targeting and accelerated decisions. Emerging technologies are becoming the basis of future wars.

Militarily, China is modernizing forces in all areas to become world class by mid-century. This includes capabilities to deter America in the Indo-Pacific.

China’s ambitions are economic-geopolitical, posing the biggest threat to US networks in cyber. Huge investments are being made with Russia. Advances in Latin America and the Arctic. The missiles will penetrate American defenses. Big benefits from quantum. China-Russia-North Korea-Iran are the main threats.
