KDMC’s budget of Rs 3,186 crore presented, focus on roads, metro, hospital and civic facilities, bond of Rs 200 crore will be issued

Kalyan Dombivli Infrastructure: Kalyan-Dombivli Municipal Corporation’s budget of Rs 3,186.60 crore for the financial year 2026-27 was presented by Commissioner Abhinav Goyal in the General Assembly. There has been no tax increase of any kind in this budget. Whereas special attention has been paid to the development of the city and improving civic amenities. In the new budget, there is a provision of Rs 3,186.49 crore expenditure and income of Rs 3,186.60 crore. While presenting the budget, the Commissioner said that in the revised budget for the year 2025-26, income was estimated at Rs 2,744.99 crore and expenditure was Rs 2,172.22 crore, whereas in the new budget a saving of Rs 10 lakh has been reported.

However, despite such a large budget, no clear provision has been made for the modernization or resources of the fire department. For some development works, Municipal Corporation has planned to collect funds by issuing bonds of Rs 200 crore. This time’s budget was also special because due to no standing committee being formed, it was presented directly in the General Assembly. Due to political tussle, the election of the Chairman of the Standing Committee has not been done yet.

Target to recover Rs 600 crore from property taxes

The Commissioner said that the biggest source of income of the municipality will be property tax. Due to which a target of recovery of more than Rs 600 crore has been set this year.
Apart from this, the estimated income is about Rs 510 crore from stamp duty and GST, Rs 526 crore from special act, Rs 101 crore from water tax, Rs 115 crore from government grant and Rs 28 crore from other sources. At the same time, it is expected to get more than Rs 829 crore grant from the schemes of Central and State Government.

Big focus on roads and bridges

Many projects have been included in the budget to strengthen the city roads. New roads, concretization and widening works are proposed in various areas. Apart from this, flyover at the railway gate, additional bridge in Kopar area and other road projects are also included in the plan, through which efforts will be made to reduce the traffic problem.

Emphasis on water and basic facilities

To improve the water supply in the city, new water tanks, pumping systems and pipeline work is proposed. water supply A plan has also been made to connect it to the digital system, so that control and monitoring can be better. Apart from this, big projects related to water and sewerage will be implemented in 27 villages and other areas.

Health, education and social schemes

Plan to increase facilities in city schools, build new classrooms and provide better resources to students. Emphasis on increasing health and sports facilities for students. Special facilities for women and children. Arrangement of seating for senior citizens and development of public places.

Garden and environmental work

The city plans to develop new gardens, improve old gardens and increase green areas. Modern technology based projects for waste management, such as waste to energy and bio-CNG plants are also proposed.

Crematorium, sanitation and other facilities

Reconstruction of cremation grounds and new construction will be done in many parts of the city. There is also a provision to increase CCTV, clean toilets and other civic amenities in public places.

Preparation to raise funds for development works

To complete big projects, Municipal Corporation is preparing to raise funds by issuing bonds worth Rs 200 crore.

Corporators want 2 crores

As soon as the budget was presented, councilors raised their respective issues. Shiv Sena (Shinde faction) corporator Sachin Pote raised questions over the absence of mention of councilor fund, while BJP’s Mandar Halbe demanded time to study the budget. While demanding a fund of Rs 2 crore to each corporator, auditorium leader Varun Patil said that many works have been pending in the last five years.
