Action recommended against former Prime Minister Oli, writer and commander-in-chief in Nepal
Kathmandu,. The committee constituted by the National Human Rights Commission to investigate the incidents during the Gen-G movement on September 8 and 9 last year in Nepal has recommended action against all the officials of the National Security Council including the then Prime Minister KP Sharma ‘Oli’, the then Home Minister Ramesh Writer, Commander-in-Chief Ashokraj Sigdel. The committee presented its investigation report to Commission Chairman Tapbahadur Magar.
Under the chairmanship of Commission member Dr. Lily Thapa, this inquiry committee was formed to investigate the human rights violations that took place during the Gen-Z movement. Commission spokesperson Tikaram Pokharel said, “The committee has submitted its report to the chairman. Now a decision on this will be taken in the full meeting of the commission.”
The investigation report concluded that the National Security Council failed to play its role effectively during the Gen-ji movement. According to the report, despite the council being responsible for the security of the country, it failed to properly assess the seriousness of the incidents, make an appropriate security plan and implement it.
According to sources, the report has recommended action against several people, including officials of the National Security Council, for human rights violations. The process of implementation of the recommendations will proceed after the report is passed by the Commission.
The National Security Council, chaired by the Prime Minister, consists of the Defense Minister, Home Minister, External Affairs Minister, Finance Minister, Chief Secretary and Commander-in-Chief, while the Secretary of the Defense Ministry is the member-secretary.
At the time of the movement, Oli was the Chairman of the Prime Minister’s Council. The then Deputy Prime Minister and Finance Minister Vishnuprasad Paudel, Home Minister Ramesh Writer, Foreign Minister Dr. Arju Rana Deuva, Defense Minister Manvir Rai, Chief Secretary Eknarayan Aryal and Commander-in-Chief Ashok Sigdel were members of the council.
Action has been recommended against the council officials under the Human Rights Commission Act and other laws.
During the investigation, the Commission recorded the statements of many officials including then Prime Minister Oli, Home Minister Lekhtar, Communications Minister Prithvi Subba Gurung, Inspector General of Nepal Police Chandrakuvar Khapung, Inspector General of Armed Police Force Raju Aryal. Apart from this, former Home Minister Ravi Lamichhane, then Kathmandu Mayor Balendra Shah, artist Deepakraj Giri and Nischal Basnet were also interrogated. Although Commander-in-Chief Ashokraj Sigdel was called to testify, he did not appear.
The report also mentions that the special security plan could not be implemented and excessive force and lethal weapons were used simultaneously instead of using force in a phased manner while controlling the movement. Action has also been recommended against the people involved in this.
The Commission studied 300–400 messages, videos and audios and conducted an in-depth analysis of the incidents based on forensic reports.
According to the post-mortem report, most of the people killed in police firing on 8 September 2025 were shot above the waist.
The investigation also covered the role of the Kathmandu Municipal Corporation and the human rights issues that arose during Ravi Lamichhane’s release from jail. The Commission took statements from both of them and discussed their role.
The 6-member committee under the leadership of Dr. Lily Thapa has prepared a report of more than 600 pages, while the total report including appendices is approximately 10,000 pages.
